About this file

This document is a Statement of Work (SOW) for an Electronic Vehicle Registration (EVR) Program contract between the Oregon Department of Transportation (ODOT) Driver and Motor Vehicle Services Division (DMV) and an unnamed Electronic Vehicle Registration Service Provider. The contract establishes a comprehensive framework for processing vehicle transactions electronically, expanding the existing third-party EVR Program to include a wider range of services such as title and registration transactions, customer information updates, and plate transfers. The program will support transactions for various eligible participants including Oregon-certified dealers, out-of-state dealers, financial institutions, and high-volume customers. The contract is structured in two phases: Phase 1 involves planning, design, coding, and testing, while Phase 2 focuses on program implementation, with a total anticipated project timeline of 9-12 months.

The financial terms require the EVR Service Provider to establish a separate bank account for DMV fees, initiate electronic funds transfers (EFT) for daily transactions, and deposit funds to the Oregon State Treasury within two banking days. The provider must maintain strict security protocols, ensure system availability of 99% between 8:00 a.m. and 11:00 p.m. Pacific Standard Time, and comply with National Automated Clearing House Association (NACHA) rules. The contract includes comprehensive requirements for system configuration, testing, user acceptance, warranty periods, and ongoing support, with specific provisions for error resolution, data backup, and maintaining transaction accuracy. The EVR Service Provider will be responsible for marketing the program, training account holders, and managing inventory of registration plates and stickers from a centralized facility within Oregon.
