About this file
This is a pricing sheet for the Arizona Department of Transportation's On Call Transit Consultant Services contract (BPM007068), which establishes an on-call consulting pool to support multimodal transit services across Arizona. The contract encompasses fourteen distinct consultant roles with varying hourly rates and estimated utilization levels over the contract term. The roles include administrative/financial support, analysts, consultants, developers, GIS/technical specialists, graphics/art/multimedia personnel, planners, principals, project managers, marketing and meeting specialists, operations managers, purchasing/procurement officers, technical writers, and grant writers. The total estimated contract value across all roles is $2,650,680, based on cumulative estimated hours and respective unit rates. Individual task assignments will be issued as needed, with specific scopes of work, deliverables, and performance metrics determined on a project-by-project basis over the twelve-month initial term, with potential extension up to forty-eight months total.
All quoted rates are structured as not-to-exceed, fully burdened hourly rates reflecting the highest rate for each position level within a role. The pricing sheet clarifies that estimated hours represent projections only and do not guarantee minimum work volumes or project assignments. Project-level budgets and quotes will typically be awarded as not-to-exceed fixed prices or fixed prices by deliverable or task, with other direct costs and travel reimbursable at actual cost per State Accounting Principles. While time-and-materials contracts may be awarded in special circumstances under federal funding, contractors should not anticipate such arrangements. The contract is funded through federal transit programs including FTA Sections 5311, 5310, and 5305, with a 0.00% Disadvantaged Business Enterprise goal. Eligible respondents include federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities, with proposals due by September 10, 2025.

Project budgets shall be quoted with competitve rates relevant to the level of staff being recommended for perform on a project. For example, if two levels of an "analyst" are required for a particular work project, it would be expected that two different prices would be quoted on that project budget, and the highest could not exceed the awarded rate for that role. Though it is possible to award a time-and-materials contract in special circumstances permissible under federal funding, the contractor should not expect such an award for a project. Instead, the contractor's budget / quote will be normally be awarded as a not-to-exceed price established for the project, or as a fixed price by deliverable or task; except that other direct costs and travel must be reimbursed at actual per State Accounting Principles. The method of award will be identified in the task assignment / request for project quote document that explains a specific scope of work. All project-level quote shall be subject to negotiation.
