About this file

Summary

This document is a qualifications and experience summary for Discipline 2 (Transit Planning Tasks) submitted by Jacobs Engineering as part of a proposal response to the Arizona Department of Transportation's (ADOT) On Call Transit Consultant Services RFP (BPM007068). The proposal outlines a multidisciplinary team of transportation planners and engineers capable of delivering transit planning services including network design, timetable development, vehicle and crew scheduling, route optimization, operational efficiency analysis, transit improvement planning, capital needs studies, transit modeling, marketing analysis, pre-engineering, environmental requirements, and stakeholder engagement. The team comprises twelve professionals with specialized expertise across transit planning and operations, travel modeling and operational analysis, and stakeholder and community engagement disciplines. Proposals for this on-call contract were due by September 10, 2025, with the contract term extending for twelve months with potential renewal up to forty-eight months total. The RFP establishes multiple on-call contracts for multimodal transit consulting services, with work to be performed on an as-needed basis through individual task assignments.

The pricing structure for this contract utilizes hourly rate reimbursement for actual work performed, with task-specific assignments determining the scope and financial parameters of individual consulting engagements. The contract is funded through federal transit programs including FTA Sections 5311, 5310, and 5305. The procurement establishes a 0.00% Disadvantaged Business Enterprise (DBE) contract goal, though DBE participation is encouraged. Eligible respondents include federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities. The team members presented possess extensive qualifications, ranging from 13 to 40 years of experience in transportation planning and engineering, with multiple Professional Engineer (PE) certifications, American Institute of Certified Planners (AICP) credentials, and specialized expertise in transit operations, traffic modeling, environmental planning, and public involvement.
