About this file
This document provides guidance on compliance with Military Standard 129 (Mil-Std-129R) marking and shipping label requirements for GSA vendor partners. The document serves as an instructional overview but explicitly states it is not all-inclusive and deviates from Mil-Std-129R in any conflicts, Mil-Std-129R takes precedence. Vendors are responsible for ensuring compliance with the most current version of Mil-Std-129R.
The guidance covers marking requirements for unit packs, intermediate containers, and exterior containers. Unit and intermediate container marking must include barcoded NSN with or without dashes, cage code, part number, nomenclature, quantity and unit of issue, contract or purchase order number, batch/lot number, shelf-life marking, and TCN number when available. If both contract and purchase order numbers cannot fit on the label, the purchase order number must be placed on the label. Exterior container marking uses the same basic format as unit containers without item description but must include NSN, purchase order number, and CAGE code in barcode format on one large label or two smaller labels placed side-by-side. The document includes detailed identification text marking requirements per Mil-Std-129R 5.1.1 and 5.1.2, covering NSN/NATO stock numbers, CAGE codes, part numbers, item descriptions, quantities, contract/purchase order numbers, military preservation methods, shelf life, serial numbers, and hazardous materials markings. Military Shipping Label (MSL) requirements are specified for all shipping addresses, including Transportation Control Number (TCN), Transportation Account Code (TAC)/Postage, consignor information, type of service, priority, port of debarkation (POD), project code, weight, cube, charges, date shipped, piece number, and 2D bar code. Bar code requirements for exterior containers include NSN/NATO stock number, contract or order number, CAGE code, and Contract Line Item Number (CLIN). The document references Figure 1 showing example container identification markings, Figure 2 showing generic and unit-move MSL examples, Figure 3 showing GSA Military Shipping Label information mapping, Figure 4 showing GSA Order for Supplies or Services Form (GSA Form 3186), Figure 5 showing MSL location on exterior shipping containers, and Figure 6 showing typical linear bar code (Code 39) field examples. A supplemental clarification sheet addresses marking, packaging, and packing requirements for both domestic and export shipments to civilian and military activities, including requirements for hazardous materials, wood packaging material, PRIME items, items requiring Safety Data Sheets (SDSs), and formaldehyde emission standards for composite wood products.
