About this file

This is a Scope of Work document for a Request for Quote (RFQ) issued by the Rhode Island Department of Environmental Management, Division of Parks & Recreation (RIDEM) for telecommunications tower maintenance and inspection services. RIDEM seeks qualified vendors to service, inspect, and maintain six radio telecommunication towers across its 8,000-acre park system through a three-year contract. The scope of work encompasses annual maintenance services including visual inspections, corrosion control, fastener tightening, component lubrication, grounding system verification, obstruction lighting checks, cable management, and site cleanliness, along with comprehensive annual inspections conducted by certified tower climbers assessing structural integrity, welding connections, antenna mounting, safety climbing devices, foundations, guy wire tensioning, and regulatory compliance. Vendors must submit mandatory proposal deliverables including staff qualifications with a minimum of five years' experience, vendor qualifications with three relevant client references, and a list of specialized equipment. A non-mandatory pre-bid meeting is scheduled for Friday, August 14, 2026 at 8:30 AM at 800 Beavertail Road, Jamestown, Rhode Island. Within thirty days of contract award, the selected vendor must provide contract manager information, proposed service schedules for approval, and may request site visits for clarification.

The vendor is responsible for supplying all consumable materials, equipment, tools, personal fall protection equipment, and any crane or aerial lift access required to perform services. All personnel must undergo background checks, maintain proper identification, and comply with federal, state, and local employment laws and Rhode Island Executive Order No. 91-14 regarding substance use. The vendor must designate a qualified Site Representative for each crew and provide a dedicated Contract Manager available during standard business hours (8:00 AM–5:00 PM EST) with after-hours emergency contact capability, responding to routine inquiries within four business hours and emergency calls immediately. The vendor bears full responsibility for any damage to RIDEM property or personal property caused by vendor employees or equipment, must notify RIDEM within fifteen minutes of any incident, and may be invoiced for repair costs if RIDEM contracts these services separately. Upon tentative selection, vendors must provide an Emergency Personnel Plan detailing primary contact replacement within twenty-four hours, a detailed Work Plan, and a comprehensive Approach/Methodology document prior to a descope meeting to finalize project expectations.
