The Rhode Island Department of Environmental Management, Division of Parks and Recreation is seeking qualified vendors to service, inspect, and maintain six radio telecommunication towers located at three park sites: Beavertail, Fort Wetherill, and Burlingame. The contract will be a three-year initial term running from October 1, 2026 through June 30, 2029, with potential renewal for two additional 12-month periods. A non-mandatory pre-bid meeting is scheduled for August 14, 2026 at 8:30 a.m. at 800 Beavertail Road, Jamestown, Rhode Island, with proposals due by September 1, 2026. The scope includes annual maintenance services encompassing visual inspections, corrosion control, fastener tightening, component lubrication, grounding system verification, obstruction lighting checks, cable management, and comprehensive annual inspections by certified tower climbers assessing structural integrity, welding connections, antenna mounting, safety devices, foundations, and guy wire tensioning.

Vendors must also provide a comprehensive list of specialized equipment with the capacity to fulfill the contract. Required insurance includes general liability of $1,000,000 per occurrence, workers' compensation of $100,000 each accident/disease, and automobile liability of $1,000,000 combined single limit. Vendors must designate qualified Site Representatives for each crew and provide a dedicated Contract Manager available during standard business hours with after-hours emergency response capability. A minimum of 15 percent of total contract dollar value must include minority business enterprise (MBE) participation, and a 0.33 percent contract administrative fee will be withheld from invoices. Vendors must register in Ocean State Procures and submit proposals electronically through the state eProcurement system, with questions due by August 21, 2026 at 4:00 p.m. EDT.
