About this file

This document is a Proposer Information and Certification Sheet for a Request for Proposal (RFP) S-10000-00014646 issued by an Oregon state agency for Extended Case Management Services for Asylum Seekers covering the 2025-2027 contract period. The RFP seeks a service provider to deliver case management services for asylum seekers, with proposers required to certify their eligibility, including whether they are currently or have previously been a Resettlement Agency or an affiliate/subcontractor of such an agency. The proposal is a firm offer valid for 60 days, and the selected contractor will be expected to perform the scope of work and meet performance standards outlined in the final negotiated contract.

The certification sheet includes extensive compliance requirements for potential proposers, such as non-discrimination provisions, tax law compliance, workforce equity standards, and specific Oregon state legal requirements. Proposers must certify they are not on federal exclusion lists, have no conflicts of interest, and meet various state-mandated employment and business practices standards. The document emphasizes transparency, requiring proposers to confirm independent proposal preparation, truthful representations, and adherence to Oregon laws including provisions related to employee wage discussions, sexual harassment policies, and broadband internet service regulations.
