About this file

This is a Notice of Intent to Award issued by the Oregon Department of Human Services, Office of Self-Sufficiency Programs, Refugee Program in conjunction with the ODHS/OHA Shared Services Office of Contracts and Procurement. The notice announces the intent to award contracts resulting from solicitation #S-10000-00014646 for extended case management services for asylum seekers during the 2025-2027 period. Three organizations have been selected as award recipients: Afghan Support Network, Pacific Refugee Support Group, and Somali American Council of Oregon. The RFP sought proposals from non-profit community-based organizations to provide comprehensive support services for asylum seekers, with a minimum commitment to serve 500 clients per organization. The pre-proposal conference was held on October 6, 2025, with proposals due on October 30, 2025, at 3:00 PM. Contract execution is contingent upon successful negotiations between the Agency and each selected Proposer. Affected proposers have seven calendar days from the date of this notice, issued March 11, 2026, to file a written protest.

The total procurement budget is $1,000,000 allocated across the three selected organizations. Eligible proposers were required to be non-profit organizations registered with the Oregon Secretary of State with at least three years of experience working with asylum seekers. The RFP explicitly prohibited Resettlement Agencies and their affiliates or subcontractors from applying. The procurement emphasizes disadvantaged business participation, requiring proposers to develop a Certified Disadvantaged Business Outreach Plan engaging businesses certified by the Oregon Certification Office for Business Inclusion and Diversity. The initial contract term extends through June 30, 2027, with potential renewal options available up to a cumulative maximum of six years. Funding is provided through HB 5006 (2025), which allocated specific resources for resettlement and case management services. Additional contract requirements include maintenance of comprehensive insurance coverage, adherence to confidentiality protocols, compliance with state tax and workforce equity standards, and completion of background checks for project personnel.
