This is an Exhibit C Specification Set document for the Kautz Road Substation (KRS) Utilities Infrastructure Project at Fermilab, defining comprehensive construction requirements and standards for the General Contractor. The specifications establish the technical foundation for rebuilding and renovating the KRS, which supplies electricity to various laboratory buildings and systems critical to Fermilab's mission. The General Contractor must furnish all required labor, materials, equipment, tools, transportation, overhead, bonding costs, safety oversight, quality control, and supervision to complete construction in accordance with the drawings and technical specifications. Key milestones include: Milestone 1 (60 calendar days after Notice to Proceed) for submittals and shop drawing approvals; Milestone 2 (January 4, 2028) for access to the KRS yard and construction commencement; Milestone 3 (March 31, 2028) for building foundation completion and prefabricated control house placement; Milestone 4 (July 2, 2029) for Authorization for Use and Possession issuance; and project completion by September 30, 2029. The construction must occur within Fermilab's accelerator shutdown window, anticipated from January 1, 2028, to January 1, 2030.
