About this file

This document contains attachment exhibits for an RFP issued by the Rhode Island Department of Environmental Management (RIDEM) for design build construction and site readiness services at the Alton Jones Campus. The scope encompasses comprehensive inspection services across multiple building systems including structural integrity, fire safety systems, electrical systems, HVAC systems, plumbing systems, life safety and accessibility compliance, and site conditions. Mechanical services include plumbing repair and replacement for nine structures (Main Office, Mouse House, six cabins, EEC, Blacksmith House, Farmhouse, and Farm Classroom); electrical inspection and repair for seven structures; HVAC inspection, testing, and repair services; and fire protection system inspections for all campus buildings with potential reactivation and reprogramming of fire alarm panels. Deep cleaning services are required for six cabins, Mouse House, EEC, Farmhouse, Blacksmith House, and Farm Classroom, with evidence of rodent activity requiring additional vendor-supplied PPE. Two non-mandatory pre-bid meetings are scheduled for May 27, 2026 and June 4, 2026 at 9:00 AM at the Main Office in West Greenwich, Rhode Island.

The document identifies significant structural deficiencies requiring carpentry, construction, and structural repairs across all campus buildings. Major work items include removal and replacement of exterior decks in all cabins; ADA accessibility improvements throughout the campus; structural remediation in the Main Office crawl space (support beams resting on stacked rocks); basement acoustic tile replacement and carpet removal in the EEC; radon remediation in Cabin 1; structural beam repairs in the Blacksmith House basement; exterior stair and deck removal, replacement, and repairs at multiple locations; and interior and exterior painting to match existing colors and styles. Water damage repairs, interior flooring and wall refurbishment, and water table board replacement are required at multiple structures. The scope notes that water supply has been shut off to five buildings for approximately five years, and multiple water expansion tanks in the cabins require replacement. A generator outside the EEC requires inspection and potential permitting. Mold remediation in the Mouse House will be handled under a separate contract, and indoor air quality inspections are excluded from this scope.
