About this file
This is an Insurance and Bonds Exhibit (Exhibit B) document based on AIA Document A141-2014 standard form, prepared by the State of Rhode Island Department of Administration, Division of Purchases on behalf of its user agencies. The document outlines comprehensive insurance and bonding requirements for design-builders undertaking state projects. The exhibit establishes mandatory insurance coverage types, limits, and conditions that design-builders must maintain throughout project performance and into designated periods following project completion. Two non-mandatory pre-bid meetings for the related Alton Jones Campus Design Build Project are scheduled for May 27, 2026 and June 4, 2026 at 9:00 AM at the RIDEM Main Office in West Greenwich, Rhode Island.
The design-builder must obtain and maintain multiple insurance policies including Commercial General Liability (with specific per-occurrence and aggregate limits), Automobile Liability, Workers' Compensation at statutory limits, Employers' Liability, Professional Liability, and Pollution Liability coverage from insurers with AM Best ratings of no less than A-X. The design-builder must also provide Performance and Payment Bonds each equal to 100 percent of the Purchase Order Contract Value from licensed surety companies. All required insurance policies must name the State of Rhode Island, its subsidiaries, affiliates, officers, directors, agents and employees as additional insureds on a primary and non-contributory basis. The design-builder bears responsibility for obtaining and maintaining Builder's Risk "all-risk" property insurance on a replacement cost basis without optional deductibles, with deductibles not exceeding $100,000 per occurrence. Design-builders must provide certificates of insurance and policy endorsements prior to work commencement, upon policy renewal, and with final payment applications, and must contractually require all architects, contractors, and consultants to comply with identical insurance requirements.
