About this file
This is a Questions and Answers document for RFP26006341 issued by the Rhode Island Department of Revenue, Division of Motor Vehicles, addressing vendor inquiries regarding the replacement of the state's credentialing system. The RFP solicits proposals for design, development, and implementation of a modernized motor vehicle credentialing system to replace existing infrastructure. The scope encompasses portrait images, signature images, demographic data, credential and print history, audit logs, and biometric templates for historical data migration. The vendor must supply 98 complete capture station devices with cameras, backdrops, and signature pads for examiner stations, plus 53 client-only devices, one mobile workstation with laser printer and carrying case, three laptops, and associated equipment across 16 deployment locations (7 DMV branches and 9 AAA offices). The initial contract period commences July 1, 2026, and runs for four years inclusive of implementation, with optional renewal periods of up to four additional 12-month terms requiring mutual agreement between the state and vendor. Proposals were initially due March 5, 2026, but the submission deadline was extended to April 3, 2026, with the vendor questions and answers submission period closing February 18, 2026. The state requires consecutive train-the-trainer sessions with a maximum of two classes, at the vendor's sole expense.
Pricing is based on a fixed-price cost model assuming 325,000 cards annually in year one with estimated 3 percent annual growth. The contract will convert proposal costs to a per-card price, with the state paying only for cards actually produced up to the projected annual volume. Implementation fees will be paid over milestones, and postage costs are invoiced separately by the vendor. The state provides all desktop workstations, laptops, and laser printers; the vendor supplies mobile workstation equipment and maintains all vendor-provided equipment. Biometric templates are stored by the vendor in a facial recognition or automated biometric identification system, with the biometric capture component integrating directly with the ABIS rather than through RIMS. Vendors must execute a Business Associate Agreement at contract award, as biometric data is classified as Protected Health Information. The state requires hardware support and replacement within four to eight working hours depending on backup workstation availability. Currently, the production image database contains approximately 259,458 MB with an additional 15,484 MB on the image server. Vendors must submit physical DL/ID card samples representing 18 different card types to the Division of Purchases before bid opening. Credentialing data, credential issuance, and related system requirements must comply with WCAG 2.1 Level AA accessibility standards and AAMVA and REAL ID Act standards, with credentials personalized and mailed from a secure facility within the continental United States.
