Addendum 1 to RFP26006341 - Rhode Island State House Historical Documents

This addendum pertains to Request for Proposals (RFP26006341) issued by the State of Rhode Island, Department of Revenue, Division of Motor Vehicles, for the design, development, and implementation of a replacement credentialing system. The solicitation invites qualified vendors to submit proposals for modernizing the existing motor vehicle credentialing infrastructure. The vendor question and answer submission period opens February 5, 2026 at 10:15 AM EST and closes February 18, 2026 at 2:00 PM EST. All proposals must be submitted electronically through Ocean State Procures no later than March 5, 2026 at 11:00 AM EST, with vendor registration in the platform required for award eligibility. The initial contract period will commence approximately July 1, 2026 and run for four years, including the implementation phase, with optional renewal periods of up to four additional 12-month terms contingent upon vendor performance and fund availability.

Evaluation criteria include vendor qualifications, experience with comparable credentialing system projects, proposed technical and implementation methodology, cost competitiveness, and Minority, Women, and Disability Business Enterprise (ISBE) participation rates, which serve as a scoring criterion rather than a set-aside restriction. All awarded vendors must maintain comprehensive insurance coverage including general liability ($1,000,000), workers' compensation ($100,000), automobile liability ($1,000,000), professional liability ($2,000,000), technology errors and omissions ($10,000,000), and IT cyber/privacy insurance ($5,000,000-$20,000,000 depending on scope). The state will retain a 0.33% contract administrative fee deducted from all invoices. All vendors must comply with Rhode Island law, disclose any conflicts of interest, maintain required licenses and insurance, and commit to achieving their proposed ISBE participation rates throughout the contract term.
