The solicitation seeks qualified carriers to provide comprehensive telecom services to all Colorado executive branch agencies, institutions of higher education, and local governments. The services requested include domestic and international long distance, local access, calling card services, operator assistance, audio and web teleconferencing, hosted interactive voice response, ISDN/PRI, DSL, and other voice services. Offerors may propose services in one or all three categories: Category I (Voice Services), Category II (Audio & Web Teleconferencing Services), and Category III (Digital Subscriber Line Services). The written inquiry deadline was May 8, 2015, with responses published by May 14, 2015. The bid submission deadline was posted on ColoradoVSS, with a Notice of Award anticipated by June 15, 2015. The initial contract period runs from July 1, 2015 through June 30, 2016, with the potential for four additional one-year renewal terms at the State's discretion. The resulting contract will be a cooperative purchasing agreement, allowing participation by all executive branch state agencies and optional participation by legislative and judicial branches, institutions of higher education, and local governments.

Offerors must submit proposals in one original hardcopy, multiple additional hardcopies, and electronic copies (standard and redacted versions) with all cost sections segregated. Proposals must remain firm for a minimum of 180 calendar days from the date of award. All mandatory requirements must be met to be considered responsive, including proof of licensing by the Colorado Public Utilities Commission for intrastate services and by the Federal Communications Commission for interstate and international services. Mandatory technical requirements include P.001 Grade of Service or better, positive answer supervision, detailed billing algorithms, service coverage throughout Colorado, network redundancy documentation, operator services capabilities including Spanish language translation, toll-free services, calling card management, and international call services. All proposals become property of the State of Colorado and are subject to the Colorado Open Records Act.
