About this file
The file is a Request for Proposal (RFP) Attachment C Bidder Information and Qualification Form from the Orlando Utilities Commission (OUC) for Emergency Response Safety and Damage Assessment Support Services in Florida. The RFP seeks qualified suppliers to provide critical emergency response services for power restoration following natural or man-made disasters, with the intent to establish pre-negotiated contracts for 2025 and 2026. OUC aims to select one or more suppliers capable of identifying infrastructure damage, assessing safety concerns, and integrating with OUC's damage assessment and restoration systems, with a focus on prioritizing safety, maintaining accurate documentation, and quickly adopting storm reporting protocols.
The contract will allow OUC to issue purchase orders with defined ceiling prices based on event severity, with an emphasis on meeting federal procurement standards to support potential FEMA reimbursement eligibility. The qualification form requires bidders to demonstrate minimum qualifications, including five years of post-disaster safety and damage assessment experience, current OSHA and DOT training, and comprehensive documentation of company capabilities, key personnel qualifications, financial stability, insurance coverage, and references. Bidders must provide detailed information across multiple evaluation categories, including company experience, key personnel qualifications, project approach, financial information, insurance details, and compliance forms, with the goal of selecting the most technically capable and responsive suppliers for emergency response services.
