About this file
This document is an Addendum (No. 02) issued by the Orlando Utilities Commission (OUC) for RFP 25 8399 DPS Emergency Response Safety and Damage Assessment Support Services. The solicitation is for emergency response services, with proposals due on July 22, 2025, at 2:00 PM EST, to be submitted electronically via Vendorlink.com. The addendum maintains the original solicitation deadline and is intended to address questions and provide clarifications.
The addendum specifically clarifies the Price Schedule (Attachment B), emphasizing that the Safety and Damage Inspection Teams scenarios are solely for evaluation and pricing comparison purposes. OUC stresses that the scenarios' details regarding crews, duration, staffing, and equipment are not indicative of actual deployment expectations. When services are needed during an emergency, OUC will determine the specific scope, duration, and deployment needs based on the circumstances, and suppliers will be expected to respond according to their availability and capabilities at that time. The document also includes a strict communication restriction, prohibiting proposers from discussing the solicitation with anyone at OUC except the buyer of record.

The solicitation deadline for the offers shall remain July 22, 2025, 2:00 PM EST, and shall be submitted electronically via Vendorlink.com.

A. PRICE SCHEDULE CLARIFICATION
This clarification applies to Attachment B: Price Schedule (Rev. 1) of the RFP.
The Safety and Damage Inspection Teams scenarios described in Attachment B are intended solely for evaluation of pricing among proposers. These scenarios are designed to standardize the comparison of proposed pricing and establish the basis for price ranking.
The number of crews, duration, staffing, and equipment assumptions provided in the scenarios are not indicative of actual staffing or deployment expectations during an emergency event. When services are requested under the resulting contract, OUC will determine the scope, duration, number of crews, and specific deployment needs based on the circumstances of the emergency event. Suppliers will be expected to respond based on availability and capability at that time.
Proposers should base their pricing in Attachment B strictly on the scenario assumptions provided and should not interpret the scenario details as actual staffing or deployment directives.
Note: There shall be no communication between the proposer, their employees or subcontractors concerning this solicitation to anyone within OUC except the buyer of record.
