About this file
The file is a Price Schedule Attachment (RFP_25_8399_DPS_Attachment_B_Price_Schedule_Rev._2.xlsx) for the Orlando Utilities Commission (OUC) in Florida, specifically for Emergency Response Safety Assessment Support Services. The solicitation seeks qualified suppliers to provide emergency response services during hurricanes, tornadoes, and other major disasters for 2025 and 2026. The procurement involves deploying safety assessment teams to perform field evaluations focusing on identifying safety hazards such as downed lines, structural risks, and energized equipment. The pre-response conference is scheduled for June 25, 2025, at 11:30 AM EST via Microsoft Teams, with proposal submissions due by July 22, 2025, at 3:30 PM EST (extended from the original 2:00 PM deadline). The contract period extends through May 31, 2027, with the ability to issue purchase orders based on event severity.
The pricing structure includes detailed rate schedules for labor classifications like Electrical Engineers, Electrical Technicians, and Drivers, with provisions for standard, overtime, and double-time rates. The evaluation scenario involves a seven-day post-hurricane response in Orlando, requiring five or more crews working daily from 7:00 AM to 7:00 PM, with assessors documenting structural damages and safety hazards. While no specific budget range is disclosed, the contract is designed to support rapid deployment of emergency response crews and potentially qualify for FEMA reimbursement. The solicitation does not specify set-aside designations or require bid bonds, focusing instead on suppliers' technical capabilities, experience, and ability to integrate with OUC's damage assessment and restoration systems.
