About this file

This is a Price Schedule Attachment (RFP_25_8399_DPS_Attachment_B_Price_Schedule_Rev._1.xlsx) for the Orlando Utilities Commission (OUC) in Orange County, Florida, soliciting emergency response safety and damage assessment support services. The RFP seeks qualified suppliers to provide disaster response services for hurricanes, tornadoes, and other major natural or man-made disasters in 2025 and 2026, with a contract period extending through May 31, 2027. The pre-response conference is scheduled for June 25, 2025, at 11:30 AM EST via Microsoft Teams, with proposal submissions due by July 22, 2025, at 3:30 PM EST (extended from the original 2:00 PM time due to a system problem). The document includes detailed scenario-based pricing templates for safety and damage assessment teams, covering a seven-day operational period from 7 AM to 7 PM, with provisions for deploying multiple crews daily.

The pricing structure includes comprehensive rate schedules for labor classifications such as Electrical Engineers, Electrical Technicians, and Drivers, with distinct rates for standard, overtime, and double-time hours. The contract is designed to allow OUC to issue purchase orders with defined ceiling prices based on event severity, with potential FEMA reimbursement eligibility. Suppliers must demonstrate at least five years of post-disaster assessment experience, current OSHA and DOT training, and the ability to document infrastructure damage and safety hazards. Evaluation criteria will encompass company experience, key personnel qualifications, project approach, financial stability, and insurance coverage. The solicitation does not specify set-aside designations or require bid, payment, or performance bonds, and aims to select one or more suppliers capable of quickly integrating with OUC's damage assessment and restoration systems.
