About this file

This document is an Addendum (No. 05) issued by the Orlando Utilities Commission (OUC) for RFP 25 8399 DPS Emergency Response Safety and Damage Assessment Support Services. The addendum addresses a specific question about minimum bidder qualifications and maintains the original solicitation deadline of July 30, 2025, at 2:00 PM EST, with electronic submissions to be made via Vendorlink.com.

The key clarification in this addendum pertains to the minimum bidder qualification requirement of five (5) years of experience. OUC explicitly states that this experience requirement must be attributed to the company as a business entity, not solely to individual team members. Proposers are required to acknowledge receipt of this addendum in their submittal, or their offer may be considered non-responsive. The document also emphasizes that there shall be no communication between proposers, their employees, or subcontractors regarding the solicitation, except with the buyer of record.

A. REQUEST FOR INFORMATION

Question 18. “Regarding the “Minimum Bidder Qualifications” listed in Attachment C for the “RFP 25 8339 DPS Emergency Response Safety Assessment Support Services” bid, I noticed that the (5) years of experience was noted as being required by my company (Westwood) and not necessarily the individuals that we would assign to the work.

If we were able to state that an individual that would lead the effort for our work (or others on our staff) had 5 years of professional experience performing this type of work, would that be acceptable and allow OUC to consider our bid? Or is the experience required to be held by the company specifically?”

Response Thank you for your question. The requirement under 1.4 Minimum Bidder Qualifications refers specifically to the number of years the company has been in business performing the type of work described in the RFP. The intent is to ensure that the firm, as a business entity, has at least five (5) years of documented experience delivering the services outlined in the scope of work. While individual staff experience is important and will be considered during evaluation, it does not satisfy the

http://www.ouc.com/ mailto:dsotero@ouc.com minimum qualification requirement. Therefore, the five (5) years of experience must be attributed to the company itself, not solely to individual team members.

Note: There shall be no communication between the proposer, their employees or subcontractors concerning this solicitation to anyone within OUC except the buyer of record.
