SECTION 4 – SCOPE OF CONCESSION OPPORTUNITY
1) OVERALL CONCESSION PROGRAM PHILOSOPHY
The goal of the Airport Authority and the Concessions Department is to create a Concession Program that will provide a variety of essential, yet practical services to Detroit Metro Airport’s customers while maximizing both the revenue to the Airport Authority and the sales to Concessionaires.
The type of concessions and their distribution are determined by a thorough evaluation of numerous business factors and assumptions, such as passenger growth, traffic flow, passenger habits, passenger demographics, security needs, airline gate utilization, space configurations, and concession mix, among others. Consequently, this RFP represents the Airport Authority’s efforts to balance these criteria with a Concession Program that enhances our customers’ Airport travel experience. This concessions opportunity also seeks to further diversify the McNamara Terminal program to include new and different concepts, which are not already prevalent to provide a greater variety for our customers and employees.
The foundation of the Airport Authority’s Concession Program, and consequently a successful proposal, is based on the core objectives as described below:
a. Innovation & Creativity in the development and management of the concessions will ensure that the Airport’s Concession Program continues to be successful and adapts to changing trends and demographics. The airport concessions industry is a continually evolving business that requires innovative solutions to capitalize on opportunities and market niches. Passengers are more discerning than ever when it comes to price, product quality, variety and customer service.
Proposers are encouraged to think “outside of the box” to develop creative concepts that will appeal to the various users of the Airport. Proposers are encouraged not to rely on “traditional” or “run-of- the-mill” solutions for executing the concept(s) selected. Proposers should be innovative in selecting their concept(s), its design, layout, finishes, materials, operation, and technology.
b. Revenue Enhancement is achieved when Concessionaires optimize product variety and availability to meet customer demand, coupled with performance standards that enable operators to manage their operations efficiently and effectively while optimizing customer satisfaction. The development of policies and procedures that have the flexibility to respond to changes in passenger demographics and preferences, Airport management’s long-term plans, and airline needs, while responding to changes in trends is of extreme importance.
c. Local Engagement is vital to economic development. The Airport Authority strongly encourages Concessionaires to engage with local suppliers, where feasible, to source quality products, and to partner with small, and/or disadvantaged businesses, creating meaningful roles for them in the development and operations of the concepts at DTW.
d. The Customer Experience is of the utmost importance. The Airport Authority is committed to
“the customer experience” to ensure that all customers have a positive experience while at DTW by working with Concessionaires to provide exceptional customer service, understanding customer wants and needs, and providing high-quality products at competitive prices. The Airport Authority maintains the position that superior customer service drives sales to Concessionaires and revenue to the Airport. Since concession employees represent the face of the Airport, they contribute greatly to a passenger’s overall experience and lasting impression.
Proposed concepts should diversify the program to include new or different merchandise or concepts that have a variety of options not already prevalent within the program.

3) CONCESSION ZONES FOR MCNAMARA TERMINAL
For planning purposes, the McNamara Terminal is segmented into multiple zones according to expected passenger flows and express tram usage. Zones 1 through 5 represent the East Concourse
(A) and Zones B1 – B10 and C1 – C42 represent the West Concourses (B and C). Each zone has unique characteristics that should be considered by Proposers when developing their plans. The Airport Authority recommends that Proposers review the attached McNamara Terminal Concession Layout Map, and if necessary, conduct independent assessments of the traffic within the terminal upon which to base their sales projections. Additional insight may be obtained through review of the attached historical Food & Beverage sales by location. The passenger flow and exposure assumptions provided with this RFP were utilized internally by the Airport Authority for planning purposes. Neither the Airport Authority nor its consultants or representatives guarantee passenger volume or exposure within any specific area of the terminal.
