About this file

This document is a Bar Lounge Specification Attachment (N) from the Wayne County Airport Authority for Request for Proposals #240757, specifically for the McNamara Terminal at Detroit Metropolitan Wayne County Airport (DTW). The specification provides detailed architectural and mechanical requirements for a new smoking and bar lounge facility, focusing on creating a contained smoking environment with strict air handling and filtration specifications. The lounge is designed to include a smoking area, humidor, service area, storage room, dining and bar area, kitchen, reception, and coat and luggage storage, with precise requirements for spatial separation and air management.

The mechanical specifications are particularly comprehensive, mandating a stand-alone 100% Dedicated Outdoor Air System (DOAS/MAU) with multi-stage filtration, including MERV 8-11 prefilters, MERV 13-16 filters, H13 HEPA filters, and gas-phase filtration media. The system must maintain negative pressure in the smoking area, use a two-door vestibule airlock, and include optional electronic air cleaners to improve particle removal efficiency. Additional requirements include Variable Frequency Drive (VFD) control, Indoor Air Quality (IAQ) monitoring, a minimum of 14-16 Air Changes per Hour (ACH), and a scheduled maintenance program. The specification emphasizes smoke containment, air quality, and the ability to prevent smoke migration to adjacent terminal areas.

ATTACHMENT N –

BAR LOUNGE SPECIFICATIONS

SUMMARY L-15 (PACKAGE 2)

McNamara Terminal – DTW

Architectural:

The smoking section shall be comprised of a smoking area, a humidor, a service area and a small storage room. If incorporating the cigar smoking section as a smaller portion of the Bar Lounge, these areas are to be separated and sealed off from adjacent spaces with enclosing walls that extend to the decking above and all material joints and penetrations shall be sealed to prevent the migration of smoke to adjacent areas. The smoking section and its accessories and merchandise areas must be accessed by a vestibule further separating the smoking environment from the surrounding functions, units and the terminal.

A separate dining and bar area, kitchen, reception, coat and luggage storage shall be adjacent to the smoking area. Direct access from these sections to the smoking area must be through the enclosed vestibule.

The dining and bar area is to be accessed directly from the terminal concourse.

Service from the kitchen and bar area to the smoking area must be through the enclosed vestibule.

Mechanical:

The smoking area must be served by a stand-alone 100% Dedicated Outdoor Air System

(DOAS/MAU) located on the roof directly above the space. The unit shall be completely independent of the terminal HVAC, which may require new mechanical and equipment screening walls and would be the responsibility of the Concessionaire.

The new system shall use 100% Outside Air (OA). A dedicated exhaust fan system shall be provided (roof- or inline-mounted), with Direct Expansion (DX) cooling and gas or electric heat.

The system must be interlocked with the DOAS supply and designed so that exhaust flow always exceeds supply to maintain negative pressure in the lounge.

The supply and exhaust distribution shall be designed to:

o Capture smoke close to the source with ceiling- or canopy-level exhaust grilles above seating and perimeter zones.

o Provide low-throw, high-induction supply air away from doors to avoid driving plumes toward the vestibule.

The smoking section shall be maintained at a pressure of −0.02 to −0.04 in. Water Column (w.c.)

relative to the vestibule and adjacent spaces.

o The vestibule must be maintained at +0.02 in. w.c. (+5 Pressure Airlock (Pa)) relative to the terminal, creating a positive-pressure airlock that prevents smoke infiltration.

o Provide differential pressure sensors, local displays, and alarming for all pressure relationships.

Mechanical continued:

Specifications require the same approach as other airport smoking and cigar lounges, as well as state-of-the-art air handling and facility design, including:

o The vestibule shall be a two-door airlock, with automatic closers, perimeter gaskets, door sweeps, and optional interlocks to prevent both doors opening simultaneously.

Door-open signals shall trigger a temporary exhaust boost for enhanced smoke containment.

o The DOAS/MAU and exhaust shall be designed with no return or transfer air to non-lounge areas. Recirculation is only permitted within the lounge, through local fan-filter units, and never to other spaces.

o Provide exhaust sized for 50–100 Cubic Feet per Minute (CFM) per seat with Variable Frequency Drive (VFD) control and boost on door events. Operate at 14–16 Air Changes per Hour (ACH) baseline; provide capacity to 17–20 ACH continuously and up to ~25–30 ACH in short clear-out cycles. Maintain lounge pressure at −0.02 to −0.04 in .w.c. vs.

vestibule/adjacent; vestibule +0.02 in w.c. vs. terminal. Provide Minimum Efficiency Reporting Value (MERV) 8–11 → MERV 13–16 → High Efficiency Particulate Air (HEPA) H13 (recirc units) + gas-phase media within the lounge. No recirculation/transfer to non-smoking areas. Lay out intakes/exhausts per International Mechanical Code (IMC)/Michigan Mechanical Code for separation distances.

Requirements include:

o Filtration requirements:

o Stage 1: MERV 8–11 prefilter o Stage 2: MERV 13–16 / ePM1 filter o Stage 3: H13 HEPA filters in recirculating units within the lounge only o Parallel gas-phase filtration media (activated carbon/permanganate) for removal of tobacco-related odors and VOCs (Volatile Organic Compounds) o Provide differential pressure taps for monitoring of filter loading o Supplemental Filtration:

In addition to the required multi-stage filtration train (MERV 8 → MERV 13–16 → HEPA H13 + gas-phase media), the design may include electronic air cleaners (EACs) or recirculating units (recirc) to improve the removal efficiency of ultrafine particles generated by cigar smoke.

• Technology Types:

Electrostatic Precipitators (ESP) or ionization-type units shall be considered, provided they are UL 867 or UL 2998 certified (ozone-free) EACs shall be located within the lounge recirculating airstream only, never in shared ductwork serving the terminal.

• Performance Requirements:

Units shall demonstrate a minimum efficiency of 90% for particles 0.1–1.0

Microns(μm) in size.

Units must maintain effectiveness without generating ozone in excess of 0.005 parts per million (ppm) (per Underwriters Laboratories 2998 “ozone-free” standard).

Units shall be provided with service access panels for cleaning of collector plates, and a scheduled maintenance program must be established.

Request For Proposals #240757 Page 3

• Controls & Monitoring:

Include fault indication/alarm contacts for Building Automation System (BAS) integration to notify the owner/operator of maintenance or performance failures.

Owner Option: The use of Electronic Air Cleaners (EACs) is not a substitute for

HEPA and gas-phase filtration but may reduce the required stage filters and is added as an enhancement to improve occupant experience and reduce visible haze in high-load periods. All system requirements for filtration and the use of supplemental filtration are subject to pre-approval by the Airport Authority.

• Airflow:

Airflow shall be engineered to meet containment and Indoor Air Quality (IAQ) performance, not simply by Air Changes Per Hour (ACH). As guidance, design 50– 100 Cubic Feet Per Min (CFM) per seat with Variable Frequency Drive (VFD) turndown and boost mode to maintain pressure targets. Indoor Air Quality (IAQ) monitors (PM2.5/ Total Volatile Organic Compounds(TVOC) shall be provided in the lounge with an operational feedback display. The system should be capable of providing a baseline minimum Air Change Per Hour (ACH) of 14-16.

• Commissioning and verification:

Door-cycle smoke containment tests Pressure stability under occupancy and boost conditions Trend logs of airflow, Differential Pressure (Delta P), filter Differential

Pressure (Filter P) , and IAQ baselines BAS/local alarms confirmed for fan status, filter high ΔP, ΔP loss, and propped doors.

• Maintenance Requirements:

A scheduled maintenance program must be established.

Mechanical equipment contractor shall provide an Operations & Maintenance manual with recommended filter/media change intervals, cleaning procedures for Electrostatic Precipitator (ESP) plates (if used) for the Airport Authority’s review and approval.
