About this file

This is Amendment Number One to RFP 2026-0001-0248, issued by the State of Alaska, Office of the Lieutenant Governor, Division of Elections, on March 18, 2026. The amendment addresses an offeror's inquiry regarding ballot packaging and mailing services. The state clarified that packaging vote-by-mail ballots for direct insertion into envelopes and mailing is not within the scope of this solicitation and would not be considered part of this RFP. The original RFP solicits proposals for printing and delivery of official ballots for multiple elections during the 2026-2027 state election cycle, including the August 18, 2026 Primary Election (estimated 600,000 ballots), November 3, 2026 General Election (estimated 750,000 ballots), October 6, 2026 REAA Election (estimated 25,000 ballots), October 5, 2027 REAA Election (estimated 25,000 ballots), and any other special elections. The scope of work encompasses printing, stubbing, numbering, packaging, folding, and delivery of official ballots. The proposal submission deadline is 3:00 PM Alaska Standard Time on April 7, 2026, with a Notice of Intent to Award anticipated on May 8, 2026 and contract execution targeted for May 18, 2026. The contract term runs from June 1, 2026 through June 30, 2028, with two optional two-year renewal terms available at the state's discretion.

The contract is structured as firm fixed-price with F.O.B. final destination to all locations within Alaska, with an estimated total budget of $2,000,000.00 for the entire contract period, with all costs included in the total proposal price. Mandatory qualifications require offerors to demonstrate a minimum of five years of experience printing statewide primary, general, or similar election ballots in Alaska for precinct voting units with multiple ballot styles in at least 200 different precincts and maintain qualified Liberty Vote print vendor status. All work must be performed on-site at contractor-owned and operated printing facilities located in the United States with no subcontracting permitted. Evaluation criteria allocate 125 points each for experience and qualifications and understanding of the project, methodology, and management plan, with cost proposals accounting for 400 points and Alaska Offeror Preference accounting for 100 points of a total 1,000-point scale. No incumbent vendors or current contractors are identified in the solicitation documents. Interested parties should register with Procurement Officer Jared Miller at 907.209.9583 or jared.miller@alaska.gov to receive amendments and important communications related to this project.

STATE OF ALASKA RFP NUMBER 2026-0001-0248

AMENDMENT NUMBER ONE

AMENDMENT ISSUING OFFICE:

THIS IS NOT AN ORDER DATE AMENDMENT ISSUED: March 18, 2026

This is not a mandatory return Amendment.

This amendment serves to answer an offerors question.

Please closely review all the changes identified and provided in the amendment.

Change 1: Answers offerors questions.

Our company prints and mails ballots for all of the jurisdictions we work with, including Anchorage and Juneau. We don't normally package up vote by mail ballots as we generally are inserting them directly into envelopes and mailing them. Is this a service the state would be interested in? Or is that a separate RFP?

ANSWER:

No, this would not apply to this solicitation.
