This is a Proposal Evaluation Form for RFP 2026-0001-0248 issued by the State of Alaska, Office of the Lieutenant Governor, Division of Elections, for the printing and delivery of official ballots for the 2026-2027 state election cycle. The state seeks proposals to print and deliver ballots for the August 18, 2026 Primary Election (600,000 ballots), November 3, 2026 General Election (750,000 ballots), October 6, 2026 Regional Educational Attendance Area (REAA) Election (25,000 ballots), October 5, 2027 REAA Election (25,000 ballots), and any other special elections conducted during the cycle. The proposal submission deadline is 3:00 PM Alaska Standard Time on April 7, 2026, with a Notice of Intent to Award anticipated on May 8, 2026 and contract execution targeted for May 18, 2026. The contract term runs from June 1, 2026 through June 30, 2028, with two optional two-year renewal terms available at the state's discretion.

The evaluation will be conducted on a 1,000-point scale, allocating 100 points each to experience and qualifications, understanding of the project, methodology, and management plan (sections 5.04-5.07), 100 points to test election materials (section 5.08), 400 points to contract cost, and 100 points for Alaska Offeror Preference. The lowest cost proposal receives the maximum 400 cost points, with other proposals scored accordingly. The estimated total budget for the entire contract period is $2,000,000.00, with all costs included in the total proposal price on a firm fixed-price basis with F.O.B. final destination to all locations within Alaska. Mandatory qualifications require offerors to demonstrate a minimum of five years of experience printing statewide primary, general, or similar election ballots in Alaska for precinct voting units with multiple ballot styles in at least 200 precincts and maintain qualified Liberty Vote print vendor status. All work must be performed on-site at contractor-owned and operated printing facilities located in the United States with no subcontracting permitted. No incumbent vendors are identified, and Alaska Bidder Preference and Alaska Veteran Preference certifications are available to qualified firms meeting specific residency and business organization criteria.
