About this file
Exhibit 4 is a supporting document for RFP 2026-0001-0248 issued by the State of Alaska, Office of the Lieutenant Governor, Division of Elections, in conjunction with Anchorage Municipality. This exhibit pertains to the printing and delivery of official ballots for multiple elections during the 2026-2027 state election cycle, including the August 18, 2026 Primary Election (estimated 600,000 ballots), November 3, 2026 General Election (estimated 750,000 ballots), October 6, 2026 Regional Educational Attendance Area (REAA) Election (estimated 25,000 ballots), and October 5, 2027 REAA Election (estimated 25,000 ballots), plus any special elections conducted during the cycle. The ballot production services include printing, stubbing, numbering, packaging, folding, and delivery with F.O.B. final destination to all locations within Alaska. Proposals were due by 3:00 PM Alaska Standard Time on April 7, 2026, with a Notice of Intent to Award anticipated on May 8, 2026 and contract execution targeted for June 1, 2026. The contract runs through June 30, 2028, with two optional two-year renewal terms available at the state's discretion.
The contract is structured as firm fixed-price with an estimated total budget of $2,000,000.00 for the entire contract period, with all costs to be included in the total proposal price. Evaluation criteria allocate 125 points each for experience and qualifications and understanding of the project and methodology, 400 points for cost proposals, and 100 points for Alaska Offeror Preference, totaling 1,000 points. Mandatory qualifications require offerors to demonstrate a minimum of five years of experience printing statewide primary, general, or similar election ballots in Alaska for precinct voting units with multiple ballot styles in at least 200 different precincts, and to maintain qualified Liberty Vote print vendor status. All work must be performed on-site at contractor-owned and operated printing facilities located in the United States with no subcontracting permitted. Alaska Bidder Preference and Alaska Veteran Preference certifications are available to qualified firms, and offerors must complete mandatory certifications addressing business engagement, financial strength, insurance capability, compliance with federal statutes, and debarment status.
