About this file

This is a Solicitation Addendum (No. 4) issued by Austin Financial Services—Central Procurement for the City of Austin, addressing 300 numbered questions and clarifications related to RFP 1100 MTL3006 for temporary staffing services supporting the Austin 311 Contact Center and Austin Energy Utility Contact Center. The RFP seeks to procure temporary staffing services for 130 to 270 contract personnel across two facilities at 4815 Mueller Boulevard, with personnel providing customer service representative and support specialist positions. The solicitation requires a minimum of 50% bilingual Spanish-speaking personnel for customer service representative positions, recruitment and onboarding managed by the contractor, on-site management representation of at least four personnel (two per contact center), and training completion within a 72-day period. The initial contract term is 24 months with options for three additional 12-month extensions at the City's discretion, with staffing projected to decrease to approximately 130 personnel by year five through conversion to permanent City positions. Proposals were originally due September 1, 2026, with questions due August 17, 2026, at 5 p.m. Central Time. A non-mandatory pre-offer conference was held August 12, 2026, at 9:30 a.m. Central Time via Microsoft Teams.

Pricing must accommodate 48 labor classifications with approximately 328 employees and 520,080 annual hours in year one; all contract personnel must earn the City of Austin Living Wage Program minimum of $22.05 per hour. The FY2025 supplemental staffing spend was $16,294,769.16, with total contract spend authority of $69,800,000 authorized by Austin City Council in 2021. Contractors must obtain Payment and Performance Bonds equal to 10% of the Offeror's proposed annual contract amount, with bonds due within 14 calendar days of award notification. Performance is measured quarterly against a Service Level Agreement scorecard with attrition thresholds at 5%, 10%, 25%, and 35%, with markups increasing up to 1% for scores of 90 or higher or decreasing 1% for scores below 75. Evaluation is weighted across six criteria: Recruiting and Retention Plan (32 points), Offeror Experience and Organization Structure (17 points), Price Proposal (17 points), Concept and Solution (14 points), Local Business Preference (up to 10 points), and Small Business Preference (up to 10 points). The addendum addresses extensive questions regarding staffing forecasts, bilingual staffing requirements, training protocols, system integrations with Genesys Cloud CX, telework eligibility and equipment provisions, incumbent transition procedures, SLA metrics and calculations, pricing models, and compliance with local business certification and bonding requirements, while withholding certain information deemed confidential under Texas Government Code Section 552.133 regarding public power utility competitive matters.
