About this file

This Solicitation Addendum No. 2 (dated August 14, 2026) modifies RFP 1100 MTL3006 issued by the City of Austin Financial Services – Central Procurement for temporary staffing services supporting the Austin 311 Contact Center and Austin Energy Utility Contact Center. The pre-offer conference was held on August 12, 2026, with 89 representatives from the City of Austin and numerous staffing companies in attendance. The solicitation seeks 130 to 270 temporary contract personnel across two facilities, with proposals due September 1, 2026. The initial contract term is 24 months with options for up to three additional 12-month extensions. Key modifications in this addendum clarify that onsite company representatives must be provided at the contractor's own expense, with a minimum of 40 hours per week at each location where contract personnel total 25 or more. The Scope of Work and Solicitation Cover Sheet have been updated to Version 2.

The pricing structure accommodates 48 labor classifications and approximately 328 employees with 520,080 annual hours in year one, with all contract personnel required to earn the City of Austin Living Wage Program minimum of $22.05 per hour. Ancillary charges on the price sheet must include bilingual pay stipends, chair and desk costs, and other supporting expenses. The addendum addresses bidder questions regarding bilingual staffing designations, telework locations (which must remain in Texas), training credits, and flexible arrangements. The contract requires a minimum of 50% bilingual Spanish-speaking personnel for customer service representative positions. Performance is measured quarterly against a Service Level Agreement scorecard with markup adjustments up to 1% for high performance or decreases of 1% for underperformance. Offerors must acknowledge receipt of this addendum and return one signed copy with their response prior to the solicitation closing date; failure to do so may result in rejection of the proposal.

2.0 Clarifications:

Q1: Regarding the bilingual stipend, how many workers would be designated as bilingual?

A1: Please refer to the price sheet for language stipends.

Q2: Have there been any past performance issues with the existing contractors?

A2: The performance of existing contractors is outside the scope of this solicitation. Offerors should prepare their proposals based on the requirements outlined in the solicitation documents.

Q3: Do we need to submit a separate document for all sub-sections under section 10, or is there a template that we can use to provide our responses?

A3: Offerors should address each applicable subsection using the corresponding section numbering. A separate document for each subsection is not required, and no additional response template is provided.

Q4: Is there any flexibility on the Telework two-hour location?

A4: Telework locations must remain in Texas.

Q5: For the Bilingual Pay Program, can the City provide a breakdown of how the program works and how it should be billed? Are Offerors permitted to include bilingual pay in the hourly rate when submitting pricing?

A5: Please refer to Section 5 and Section 13 of the Scope of Work. Please also refer to the Price Sheet on Ancillary Charges.

Q6: Where can the cost of the chair and desk be factored in to allow the offeror to submit pricing?

A6: The cost should be included under Ancillary Charges on the Price Sheet.

Q7: Out of the 248 total workers currently employed, how many are working remotely?

A7: The telework plan is based upon approval under the City Manager’s direction. Mandatory in-office days vary by work group and season, if deemed applicable. Please refer to the City of Austin Telework Standards Attachment.

Q8: Are training credits negotiable?

A8: The training credits are designed to minimize, and ideally offset, costs incurred by the City of Austin due to inadequate contractor sourcing or failure to perform during initial training and assignment start-up. This provision has been included in the past three contracts and will continue to be evaluated as part of the vendor selection process. While training credits may be discussed during negotiations, they will be a required component of the awarded contract.

3.0 Changes:

3.1 Scope of Work, Section 5.18 has been revised to advise that onsite representatives are at the Contractor’s expense:

In addition to the initial 60-day support representative described in Section 5.3, the

Contractor shall provide, “at its own expense onsite company representatives” to support day-to-day operations. The Contractor shall ensure that its on-site representatives are physically present on-site to support Contract Personnel. This representative shall devote a minimum of 40 hours per week at each location where the number of Contract Personnel totals 25 or more. On-site time shall be logged in and recorded by the representative and verified by the Contact Center manager or designee.

3.2 The Solicitation Cover Sheet has been deleted and replaced with the following:

3.2.1 Version 2.

3.3 The Scope of Work has been deleted and replaced with Version 2.

4.0 ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.
