About this file
This is a Solicitation Addendum No. 1 issued by the City of Austin Financial Services Central Procurement for RFP 1100 MMH3047, concerning maintenance, repair, overhaul, and rewinding services for large industrial motors serving Austin Energy and Austin Water. The addendum extends the original offer due date to Thursday, September 24, 2026, at 2:00 PM CST, with offers opening at 3:00 PM CST the same day. A pre-offer conference was conducted on August 24, 2026, with attendees from the City of Austin, Austin Energy, and Austin Water. The contract involves nine sample work scopes at multiple facilities including Decker Creek Power Station, Sand Hill Energy Center, and various water treatment plants, with motors operating at voltages up to 4160 volts. The contract carries an initial 12-month term with up to four optional 12-month renewals at the City's sole discretion. Contractors must demonstrate a minimum of seven years of corporate experience in industrial motor repair and reconditioning and comply with NEMA, IEEE, ANSI, EASA, and ABMA standards.
The addendum addresses twelve critical questions and answers that clarify pricing requirements, attachment corrections, and technical specifications. Key clarifications include deletion of the preventive maintenance pricing requirement, correction of the Walnut Creek replacement motor voltage to 4160V, exclusion of City-furnished bearings and seals from lump-sum pricing with separate authorization required for contractor-provided alternatives, and confirmation that motor storage may be requested with specified climate-control requirements. The addendum revises the Local Business Preference and Small Business Preference scoring to 6 points each based on aggregate proposal value, clarifies that bonds are required on a per-project basis rather than total contract value, and confirms that ROCIP does not apply to the solicitation. Performance and Payment Bonds equal to 100 percent of applicable project or Delivery Order amounts must be submitted before work begins. Offerors must return one signed copy of the addendum with their response or risk rejection. A revised Pricing Sheet Version R1 was issued with this addendum.

SOLICITATION ADDENDUM
AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT
Revised 10/01/2024
Solicitation: RFP 1100 MMH3047 Addendum No: 1 Date: 09/18/2026
This addendum is to incorporate the following changes to the above referenced solicitation:
1.0 Clarifications:
1.1 The price sheet published with the solicitation has been deleted and replaced with the following, labeled Price Sheet Version R1.
1.2 The solicitation cover published with the solicitation has been updated to reflect:
1.2.1 Version (Addenda) 1
2.0 Extension: The solicitation due date is hereby extended until:
2.1 Offers Due Date to Thursday, September 24, 2026, at 2:00 PM CST
2.2 Offers Opening date to Thursday, September 24, 2026, at 3:00 PM CST
3.0 Questions:
Q1 Question: Attachment J - Austin Water Motor Inventory Section 6.5 (i) of the Scope of Work references Attachment J as Austin Water's inventory of large motors and associated equipment. However, the Attachment J included in the solicitation contains the Sand Hill Energy Center Contractor Work Requirements. Was the Austin Water motor inventory omitted from solicitation? If so, please provide the correct inventory so it can be issued with the addendum.
Q1 Answer: The reference to Attachment J in Section 6.5(i) is incorrect and is deleted. Attachment J remains the Sand Hill Energy Center Contractor Work Requirements. Austin Water’s motor inventory will not be issued. As stated in Section 6.5(i), Austin Water may add, remove, replace, or modify equipment during the contract term, and the contractor shall provide services for all covered equipment.
Q2 Question: Attachment H - Sand Hill Dual Pricing Requirement Attachment H requests two separate prices: one for a total rewind and another for repair/overhaul with preventive maintenance services only. However, the Pricing Sheet contains only one line item, Item 2.2.
Should offerors include the preventive-maintenance-only price on the itemized breakdown sheet, or should the Pricing Sheet be revised to include separate line items for both prices? If the Pricing Sheet should be revised, please provide the necessary line-item descriptions.
Q2 Answer: The preventive maintenance requirement is deleted. Offerors shall provide pricing only for the repair and overhaul services described in the second paragraph of Attachment H. No separate preventive maintenance price is required.
Q3 Question: Attachment N - Walnut Creek Replacement Motor Voltage Attachment N identifies the replacement motor voltage as "2300/400 V," while the existing motor is rated at 4160V. Confirm the correct required voltage for the replacement motor. Should the specification state 2300/4000V, 4160V, or another rating? If necessary, please provide a corrected Attachment N.
Q3 Answer: The correct required voltage is 4160 V. The voltage shown in Attachment N was a typographical error.
Q4 Question: Attachment E - City-Furnished Bearings and Seals Attachment E states that the City will furnish bearings and seals as needed.
Please confirm whether the cost of bearings and seals should be excluded from the offeror's lump-sum price for Line Item 1.1. If there are circumstances under which the contractor must provide these materials, please explain.
4 Answer: The cost of bearings and seals shall be excluded from the offeror’s lump-sum price for Line Item
1.1 because these items will be furnished by the City. The contractor shall provide bearings or seals only when specifically requested and authorized in writing by the City. Any contractor-furnished bearings or seals shall be separately priced and approved before the work is performed.
Q5 Question: Motor Storage Requirements Section 7(k) of the Scope of Work addresses City-requested motor storage.
Does the business unit anticipate needing motor storage under this contract? If so, would the following storage method satisfy the City's climate-control requirements: an indoor, well-lit facility; energized space heaters in stored motors; monthly shaft rotation; and quarterly documented insulation-resistance testing?
If this method is not acceptable, please specify the required storage conditions.
A5 Answer: The City may request motor storage during the contract term; however, no minimum amount of storage is guaranteed. The proposed storage method—an indoor, well-lit facility; energized space heaters in stored motors; monthly shaft rotation; and quarterly documented insulation-resistance testing—satisfies the City’s storage requirements.
Q6 Question: Attachment O - Wildhorse Pickup and Delivery Location Attachment O is titled "Wildhorse Blower Motor," but it identifies the location as Hornsby Bend Wastewater Treatment Plant. The Pricing Sheet references the "Wildhorse Remote Facility."
Confirm the correct pickup and delivery location for Line Item 3.5. If the location information in Attachment O or the Pricing Sheet needs to be corrected, please provide the correct facility name and address.
A6 Answer: The motor is currently transferred to Hornsby Bend Wastewater Treatment Plant because the Wild Horse facility does not have an adequate staging area for the repair work. If an adequate staging area becomes available at Wild Horse during the contract term, future repairs may be performed onsite at the Wild Horse facility.
Q7 Question: Attachment G - Sand Hill Circulating Water Pump Motor Bearings Attachment G requires offerors to include bearings in their quote, but the bearing sizes are not listed.
Please provide the bearing sizes, manufacturer information, part numbers, or any other available specifications needed for offerors to price the bearings accurately. If this information is unavailable, please explain how offerors should account for the bearings in their pricing.
A7 Answer: The City does not have additional bearing sizes, manufacturer information, or part numbers.
Attachment G identifies the motor as GE model SKV85593410501 and includes the available motor data sheet, which identifies the bearing type as antifriction and the bearing lubrication as oil.
Q8 Question: Question: Attachment H - Sand Hill Boiler Feed Pump Motor Bearings Attachment H contains potentially conflicting instructions. It states both "Include the motor bearings in this quote" and "Assume the old bearings are good."
Are offerors required to include new replacement bearings in their pricing, or should offerors assume the existing bearings will be reused? If the existing bearings are inspected and later determined to require replacement, how should the replacement bearings be priced? Please provide any bearing specifications that offerors will need to prepare their pricing.
A8 Answer: The third paragraph concerning preventive maintenance is deleted. Offerors shall assume that new bearings are required and include the cost of the new bearings in their pricing. The applicable bearing specifications are provided in the attached WEG document, FDI-7548/01.
Q9 Question: Section 11.1 lists the Local Business Preference and Small Business Preference as “up to 10 points” each, while Section 10.12 assigns different points based on the total proposal value. Which provision governs?
A9 Answer: Sections 10.12 and 11.1 shall be read together. Section 11.1 identifies the maximum points available, while Section 10.12 establishes the actual points awarded based on the total proposal value. For proposals valued from $500,000 through $50 million, the following points apply:
• Local Business Preference: 6 points
• Small Business Preference: 6 points for a qualifying prime contractor or 2 points for a qualifying subcontractor.
Q10 Question: ROCIP — One solicitation file is titled "ROCIP" but contains the Pricing Submittal Sheet.
Please confirm whether a Rolling Owner Controlled Insurance Program applies to this contract, as this affects insurance cost assumptions.
A10 Answer: ROCIP does not apply to this solicitation. The file was incorrectly titled. Offerors should treat the document as the Pricing Submittal Sheet and should not include ROCIP-related costs or assumptions in their pricing.
Q11 Question: Bond basis - Solicitation Instructions 4.10/4.11 require payment and performance bonds equal to 100% of "the Contract amount," while Terms & Conditions 1.42 requires bonds on a per-project basis. For this indefinite-quantity contract, please confirm bonds are required per project/Delivery Order rather than on total contract value.
A11 Answer: Yes. When required, payment and performance bonds shall be provided on a per-project basis in accordance with Terms and Conditions Section 1.42. Each bond shall equal 100% of the applicable project or Delivery Order amount and must be submitted before work begins. Bonds are not required based on the total aggregate contract value at the time of contract award. Solicitation Instructions Sections 4.10 and 4.11 are revised accordingly.
Q12 Question: Pricing Sheet Category 3 itemization block - The "Category 3 – Pricing Itemization Breakdown" section (items 3.1–3.3 referencing rate sheet and markup percentages with annual budget blanks) appears to duplicate Category 5 and reuses Category 3 line-item numbers. Please clarify what Offerors should complete in this section.
A12 Answer: The “Category 3 – Pricing Itemization Breakdown” section is duplicative and was included in error. Offerors should not complete this section. A revised Pricing Sheet will be issued with this addendum removing the duplicate section.
Offerors shall complete:
• Category 3, Items 3.1–3.5, for the Austin Water sample work scopes;
• Category 4, Items 4.1–4.2, for service-call rates; and
• Category 5, Items 5.1–5.2, for the applicable equipment, tool, materials, supplies, and parts markup percentages.
• The required rate or offer sheet shall also be submitted with the offer.
