About this file
This document is a Request for Information (RFI) Responses file from the Oregon Military Department for Solicitation #S-24800-00013470, concerning the 2025 PANG HVAC Bundle project at the Portland Air National Guard (PANG) facility. The RFI responses provide detailed clarifications for potential contractors regarding the demolition of an existing guard shack and installation of a new prefabricated unit, with specific instructions on utility disconnection, electrical and plumbing scopes, site preparation, and project requirements. The document includes 26 specific questions and answers covering technical details such as utility locates, concrete slab specifications, electrical and plumbing rough-ins, fire alarm system connections, and site-specific installation instructions.
The project has a firm completion date of May 21, with no flexibility, and requires comprehensive electrical and plumbing work including disconnecting existing utilities, creating new service connections, and installing infrastructure for the new guard shack. PANG will provide temporary fencing and allow use of local power and water sources to facilitate the project. The new unit will be rotated 180 degrees from original drawings, with the door positioned on the fence side and the bathroom facing the flightline. While no specific budget is mentioned in this RFI document, the responses indicate detailed technical requirements that contractors must carefully follow, including using existing utility connections, adhering to current codes, and coordinating all communications through the government's project manager.

RFI Responses Solicitation # S-24800-00013470
2025 PANG HVAC Bundle
1. Please confirm if there are any known hazardous materials (asbestos, lead, etc.) in the existing Guard Shack that require special handling.
No known hazardous materials are on site, to the knowledge of PANG. A report was done in 2014 that does not reflect any known hazards, however it is up to the contractor to do a final determination of hazardous materials.
2. Should a geotechnical report or updated site survey (showing existing grades, utilities, and boundaries) be required for reference?
No, the contractor is not required to provide these reports to the government.
3. Who is responsible for coordinating permanent disconnection of utilities (electrical, water, sewer, gas, communication/data) prior to demolition?
Contractor is responsible for disconnection of utilities. See #19 as well.
4. Will the owner or contractor perform the utility locates? If already completed, please provide locate documentation.
Utility locates are the responsibility of the contractor, however, we have attached the documentation we have. Documentation may not be correct or up to date.
5. Are there any utilities (power, water, communications) that must remain active during any phase of construction?
No. Full shut off of utilities are permitted.
6. Please confirm whether the demolition scope includes removal of the existing Guard Shack building and slab only, with fencing to remain in place.
Fence to remain in place. Building and all associated concrete to be demolished, to include exterior HVAC equipment.
7. Please confirm the required concrete slab depth and verify the intended 4" elevation for the new slab (basic and straightforward pour).
Yes, the requirement is to match what the drawings request. See sheet 12, note S5. 4in slab is the minimum.
8. Please confirm exact rough-in locations for:
o Plumbing (water supply, sewer, drains) See utility locates for existing utilities. See drawings 9-
12 pages for requirements for new utilities.
o Electrical (power, low voltage/data) See utility locates for existing utilities. See drawings 7- 12 pages for requirements for new utilities.
o Handrail (If still present w/ updated 4" slab) No handrail required due to 4” slab.
9. Please confirm if there is a direct Point of Contact (POC) available at Biggs Enterprises for field coordination, if needed during site layout or rough-in phases.
All communication will go through the Government PM, Morgan Miller. Direct contact with Biggs Enterprises is not approved.
10. To clarify, the scope does not require a new underground main electrical feed or new underground data feed for the new prefab shack coming up in the new pad?
Yes, it does. Please see RFI #8 for details as well as drawings pages 7-8 for details of what is required.
See as-builts of existing drawings in ITB documents on Oregon Buys.
11. Does PANG have record documentation including Record drawings and operational manuals for the existing systems that are connected to the existing guard shack structure: Fire Alarm System Physical Access Control System No record drawings are available from historical projects. A smoke detector and a pull station are required, to existing system. Contractor to use existing connections. No approved work or upgrades on the main panel are approved.
12. If PANG does not have record documentation of the existing Fire Alarm and Physical Access Control
System can PANG provide interior and exterior photographs of the existing control panels ?
PANG does not have access to this at this time.
13. Please provide copies of the latest Annual Inspection and Testing Reports for Fire Alarm System
Physical Access Control System. Question is outside of scope of this project.
14. Is the new guard shack to remain connected to the existing Monaco M2 Fire Alarm Control Panel located within Building #215? Yes.
15. Is the Physical Access Control System to remain active during construction? Yes. PANG to coordinate and control entry.
16. Is the Gate Control System to remain active during construction? See #15.
17. Will the new guard shack be an operational node of control within the anticipated Installation Notification Warning System (INWS) to be installed at PANG at a future date?
Question is outside of scope of this project.
18. Will a dumpster be allowed on site throughout the project? Yes.
19. Is it the responsibility to lock out tag out all utilities? Yes.
20. As per walkthrough, it was made clear that May 21 is not flexible as completion date. Confirmed. Means and methods are the contractors responsibility.
21. Page 10 of 12, Note states plumbing to be installed and connected after unit is on site. Is the plumbing part of this scope?
Yes, per note RR2 and RR3, on page 12 of 12.
22. Electrical Scope (Clear Definition Required):
• Please explicitly specify the full electrical scope of work in detail, including but not limited to:
Are trenching, conduit installations, running new service lines, panel upgrades, or other electrical tasks required? We need detailed guidance in the scope of what is all required for electrical, more than just "Rough ins".
Demo panel to service wire. Create a disconnect box at existing location of panel. Junction should be on a pedestal. New service wire required from junction to new panel. Allow for 75 lineal feet of service wire. Allow for 50 lineal feet of conduit. Use appropriately sized conduit and wire for the capacity of the services called in the drawings. Exterior conduit can be ran external to the concrete pad via raintight fittings. Approximately 5 bends.
See example layout for visual understanding.
23. Clearly define the plumbing scope to include:
. Is the plumber tasked only with disconnecting existing plumbing lines? Plumbing to disconnect current water supply lines, install any new rough in needed, and come back after unit has been installed to connect sink and toilet.
. We need details in the scope that involve rough-in plumbing requirements, excavation, trenching, new line installations, or connections to existing or new sewer and water services? Contractor to connect waste connections per current code. Utility map is provided in RFI documents. Please review utility locations of current guard shack for placement of new lines. Existing sewer lines can be reused where applicable. Pipes shall be ran through concrete pad per current code.
Red Box shows placement of new unit. Purple box shows dumpster and laydown
Green lines show electrical layout.
24. Orientation of new unit is rotated 180 degrees from drawings. Door shall be on fence side on the south.
Bathroom shall be on north side facing flightline.
25. Termp fence will be provided by PANG and installed by PANG.
26. PANG will allow use of power and water at local locations to facilitate project.
