About this file
The document is a Request for Information (RFI) Responses from the Oregon Military Department for Solicitation #S-24800-00013470, specifically the 2025 PANG (Portland Air National Guard) HVAC Bundle project. The RFI covers detailed technical clarifications for a guard shack demolition and replacement project, addressing 21 specific questions about site conditions, utility disconnection, demolition scope, concrete slab requirements, electrical and plumbing rough-ins, fire alarm system connections, and project-specific coordination details. Key project constraints include a firm completion date of May 21, with no flexibility, and specific requirements for utility disconnection, site preparation, and system integrations.
The RFI responses indicate that the contractor is responsible for multiple aspects of the project, including utility locates, disconnection of all utilities, demolition of the existing guard shack and associated concrete, and installation of a new prefabricated structure. No known hazardous materials were identified, though the contractor must perform a final hazardous material determination. Communication is to be routed exclusively through the Government Project Manager, Morgan Miller, and the project involves connecting the new guard shack to existing systems like the Monaco M2 Fire Alarm Control Panel. A dumpster will be permitted on-site, and the Physical Access Control System is to remain active during construction, with PANG coordinating and controlling site entry.

2025 PANG HVAC Bundle
1. Please confirm if there are any known hazardous materials (asbestos, lead, etc.) in the existing Guard Shack that require special handling.
No known hazardous materials are on site, to the knowledge of PANG. A report was done in 2014 that does not reflect any known hazards, however it is up to the contractor to do a final determination of hazardous materials.
2. Should a geotechnical report or updated site survey (showing existing grades, utilities, and boundaries) be required for reference?
No, the contractor is not required to provide these reports to the government.
3. Who is responsible for coordinating permanent disconnection of utilities (electrical, water, sewer, gas, communication/data) prior to demolition?
Contractor is responsible for disconnection of utilities. See #19 as well.
4. Will the owner or contractor perform the utility locates? If already completed, please provide locate documentation.
Utility locates are the responsibility of the contractor, however, we have attached the documentation we have. Documentation may not be correct or up to date.
5. Are there any utilities (power, water, communications) that must remain active during any phase of construction?
No. Full shut off of utilities are permitted.
6. Please confirm whether the demolition scope includes removal of the existing Guard Shack building and slab only, with fencing to remain in place.
Fence to remain in place. Building and all associated concrete to be demolished, to include exterior HVAC equipment.
7. Please confirm the required concrete slab depth and verify the intended 4" elevation for the new slab (basic and straightforward pour).
Yes, the requirement is to match what the drawings request. See sheet 12, note S5. 4in slab is the minimum.
8. Please confirm exact rough-in locations for:
o Plumbing (water supply, sewer, drains) See utility locates for existing utilities. See drawings 9-
12 pages for requirements for new utilities.
o Electrical (power, low voltage/data) See utility locates for existing utilities. See drawings 7- 12 pages for requirements for new utilities.
o Handrail (If still present w/ updated 4" slab) No handrail required due to 4” slab.
9. Please confirm if there is a direct Point of Contact (POC) available at Biggs Enterprises for field coordination, if needed during site layout or rough-in phases.
All communication will go through the Government PM, Morgan Miller. Direct contact with Biggs Enterprises is not approved.
10. To clarify, the scope does not require a new underground main electrical feed or new underground data feed for the new prefab shack coming up in the new pad?
Yes, it does. Please see RFI #8 for details as well as drawings pages 7-8 for details of what is required.
See as-builts of existing drawings in ITB documents on Oregon Buys.
11. Does PANG have record documentation including Record drawings and operational manuals for the existing systems that are connected to the existing guard shack structure: Fire Alarm System Physical Access Control System No record drawings are available from historical projects. A smoke detector and a pull station are required, to existing system. Contractor to use existing connections. No approved work or upgrades on the main panel are approved.
12. If PANG does not have record documentation of the existing Fire Alarm and Physical Access Control
System can PANG provide interior and exterior photographs of the existing control panels ?
PANG does not have access to this at this time.
13. Please provide copies of the latest Annual Inspection and Testing Reports for Fire Alarm System
Physical Access Control System. Question is outside of scope of this project.
14. Is the new guard shack to remain connected to the existing Monaco M2 Fire Alarm Control Panel located within Building #215? Yes.
15. Is the Physical Access Control System to remain active during construction? Yes. PANG to coordinate and control entry.
16. Is the Gate Control System to remain active during construction? See #15.
17. Will the new guard shack be an operational node of control within the anticipated Installation Notification Warning System (INWS) to be installed at PANG at a future date?
Question is outside of scope of this project.
18. Will a dumpster be allowed on site throughout the project? Yes.
19. Is it the responsibility to lock out tag out all utilities? Yes.
20. As per walkthrough, it was made clear that May 21 is not flexible as completion date. Confirmed. Means and methods are the contractors responsibility.
