About this file
The document is a Request for Information (RFI) Responses file for the Oregon Military Department's 2025 PANG (Portland Air National Guard) HVAC Bundle project, specifically addressing the demolition and reconstruction of an alert guard shack at the Portland Air National Guard facility. The RFI responses comprehensively detail project requirements, including complete demolition of the existing guard shack, removal of associated concrete and exterior HVAC equipment, and preparation for a new prefabricated unit. Key project details include a May 21, 2025 completion deadline, utility disconnection responsibilities, electrical and plumbing rough-in specifications, and site preparation requirements. The project involves creating a new 4-inch concrete slab, installing underground electrical and data feeds, and positioning a new guard shack with specific orientation specifications.
The project is funded through state and federal sources, with an estimated budget range between $50,000 and $125,000. The contractor will be responsible for all site work, including utility disconnections, electrical and plumbing rough-ins, and site restoration, with the prefabricated guard shack being provided by a manufacturer. No additional concrete walkways will be replaced, and landscaping will be limited to leveling disturbed areas for future government seeding. The government will provide temporary fencing, allow use of local power and water, and conduct daily quality inspections. The substantial completion date is set for July 11, 2025, with the concrete slab poured, site concrete completed, and the area prepared for the new guard shack installation by others.

14. Is the new guard shack to remain connected to the existing Monaco M2 Fire Alarm Control Panel located within Building #215? Yes.
15. Is the Physical Access Control System to remain active during construction? Yes. PANG to coordinate and control entry.
16. Is the Gate Control System to remain active during construction? See #15.
17. Will the new guard shack be an operational node of control within the anticipated Installation Notification Warning System (INWS) to be installed at PANG at a future date?
Question is outside of scope of this project.
18. Will a dumpster be allowed on site throughout the project? Yes.
19. Is it the responsibility to lock out tag out all utilities? Yes.
20. As per walkthrough, it was made clear that May 21 is not flexible as completion date. Confirmed. Means and methods are the contractors responsibility.
21. Page 10 of 12, Note states plumbing to be installed and connected after unit is on site. Is the plumbing part of this scope?
Yes, per note RR2 and RR3, on page 12 of 12.
22. Electrical Scope (Clear Definition Required):
• Please explicitly specify the full electrical scope of work in detail, including but not limited to:
Are trenching, conduit installations, running new service lines, panel upgrades, or other electrical tasks required? We need detailed guidance in the scope of what is all required for electrical, more than just "Rough ins".
Demo panel to service wire. Create a disconnect box at existing location of panel. Junction should be on a pedestal. New service wire required from junction to new panel. Allow for 75 lineal feet of service wire. Allow for 50 lineal feet of conduit. Use appropriately sized conduit and wire for the capacity of the services called in the drawings. Exterior conduit can be ran external to the concrete pad via raintight fittings. Approximately 5 bends.
See example layout for visual understanding.
23. Clearly define the plumbing scope to include:
. Is the plumber tasked only with disconnecting existing plumbing lines? Plumbing to disconnect current water supply lines, install any new rough in needed, and come back after unit has been installed to connect sink and toilet.
