About this file
The document is a Request for Information (RFI) Responses issued by the Oregon Military Department for Solicitation #S-24800-00013470, specifically the 2025 PANG HVAC Bundle project. The RFI addresses 21 detailed questions regarding the demolition and reconstruction of a Guard Shack at the Portland Air National Guard (PANG) facility, with key details including full demolition of the existing building and concrete, removal of exterior HVAC equipment, and installation of a new 4-inch concrete slab. The project has a firm completion date of May 21, which is described as non-negotiable, with the contractor responsible for means and methods of construction.
The RFI responses clarify critical project specifications, including utility disconnection responsibilities, utility locate requirements, and specific installation instructions for new electrical and plumbing infrastructure. The project requires the new Guard Shack to remain connected to the existing Monaco M2 Fire Alarm Control Panel, maintain the Physical Access Control System during construction, and include a smoke detector and pull station integrated into the existing system. A dumpster will be permitted on-site, and all communication must go through the Government Project Manager, Morgan Miller. The contractor is responsible for lock-out and tag-out of all utilities, and no direct contact with Biggs Enterprises is approved.
