About this file
This is an Invitation to Bid (ITB) issued by the Oregon Department of Fish and Wildlife (ODFW) for the Elkhorn Wildlife Area HVAC Project, soliciting bids for HVAC system installations at the Elkhorn Wildlife Area Headquarters complex in North Powder, Oregon. The project scope includes installing a mini-split HVAC system in the office/shop building, consisting of one outdoor unit, one indoor ceiling unit in the office, one indoor wall-hung unit in the shop area, along with line sets, low voltage wiring, and programmable remotes, as well as adding a heat pump to the existing heating system in the wildlife area manager's residence. The ITB (Bid Number S-63500-00013301) was issued on March 31, 2025, with a mandatory pre-bid conference scheduled for April 8, 2025, at 12:00 PM, and bids are due on April 17, 2025, at 3:00 PM. The project timeline requires work to be completed by June 30, 2025, with all invoices submitted by July 31, 2025.
The procurement process emphasizes several key considerations, including a preference for Oregon-based goods and services, with a potential 10% price reduction for services performed entirely in Oregon. Bidders must possess a valid HVAC work license from the Construction Contractors Board and provide three references from similar projects completed within the last five years. The evaluation will focus on selecting the lowest responsible bidder, with additional considerations for technical capability and compliance with state procurement regulations. The solicitation includes provisions for pay equity compliance, nondiscrimination in employment, and prioritizes the use of recyclable products. Bidders are required to submit several attachments, including a bid cover sheet, reference check form, bid submittal form, COBID (Certification Office for Business Inclusion and Diversity) certification/outreach plan, and a responsibility inquiry form. The ultimate goal is to improve working conditions for wildlife area employees and provide enhanced living conditions for the wildlife area manager through modern HVAC infrastructure.
