RFP No. 25-0904004-005

Date: December 10, 2024

Subject: Questions and Answers for RFP No. 25-0904004-005

In accordance with the subject Request for Proposal (RFP), the following are answers to questions which have been submitted prior to November 20, 2024 5:00PM CST. These questions are for informational purposes only; they do not alter the requirements specified within the RFP. Any changes to the RFP will be accomplished by the Office of Procurement Management through the use of an addendum.

1. Question: Would the State please describe the process for a client referral into the program?

Answer: When a participant is in the WIC office being certified all pregnant, post-partum, and breastfeeding mothers are offered the program. Staff are required to offer, but the participant can decline. The technical referral process for WIC staff to Peer Counselor is tedious per Management Information System (MIS) requirements. We have a plan to simplify this in Oct-Dec 2025.

2. Question: Is the State receptive to suggestions for improvements or changes to the program?

Answer: Yes, we are always wanting to improve the program and the support to our WIC breastfeeding families.

3. Question: What is an expected caseload for a peer counselor?

Answer: It varies depending on how many hours the Peer Counselor wants to work. If the Peer Counselor wants to work approximately 25 hours a week, the expected caseload is around 200 participants. This can be adjusted based on the Peer Counselor’s abilities and desires.
