About this file
This document is a peer review tool for evaluating a Breastfeeding Peer Counselor's (BPC) communication and counseling techniques in the South Dakota Department of Health Special Supplemental Nutrition Program for Women, Infants and Children (WIC) Program. The purpose of the review is to help the BPC improve their skills while potentially learning new counseling strategies. The review covers areas such as the BPC's use of the mother's name, engagement through open-ended questions, validation of the mother's feelings, offering solutions and strategies, providing appropriate follow-up and referrals, and proper documentation in the WIC-IT system.
The related state and local contract opportunity is for managing the Breastfeeding Peer Counseling Program within the South Dakota WIC Program. The subrecipient will be responsible for administrative and supervisory duties, fiscal management, and working with the Breastfeeding Coordinator on any disciplinary actions. The BPC's primary responsibility is to provide basic breastfeeding education, support, and encouragement to WIC pregnant and/or breastfeeding mothers, mainly through electronic interactions such as text, phone, email, virtual consultation, and face-to-face visits. The goal of the program is to increase the number of WIC mothers who breastfeed and the duration of their breastfeeding. The BPC will also assist the WIC Program in promoting, protecting, and supporting breastfeeding through various activities.

Ideas on What to Look For:
#2/3:
● Was the 3-Step counseling strategy utilized?
● How would you have counseled differently?
#4:
● Was the information shared helpful/pertinent and easy to understand?
● Are shortcuts easy to understand?
● Are routine shortcuts edited to be personalized to the participant’s situation?
Attachment K
● PC isn’t ‘overloading’ the participant with information.
● Did the participant seem receptive to information shared?
#5:
● PC followed up within an appropriate time frame after a participant stated concerns and PC walked through how to help the situation.
● PC stayed within their scope of practice.
● Referred to the appropriate person(s) when needed.
#6:
● Breastfeeding notes were made for all back-and-forth conversations.

● Do the breastfeeding notes provide WIC staff with all the necessary information pertinent to the participant’s breastfeeding issue/situation?

● If all required contacts are made/sent.
o If BF class or support group announcements are sent.
