About this file

This document details a Request for Responses (RFR) issued by the Massachusetts Department of Transportation (MassDOT) Rail and Transit Division and the Massachusetts Bay Transportation Authority (MBTA) for the procurement of six types of fully accessible body-on-chassis vans and minibuses on an annual basis. MassDOT is the lead procuring agency, acquiring vehicles for use with the Federal Transit Administration's Section 5310 program, while the MBTA will use the vehicles for the Ride program. The RFR outlines technical specifications, delivery requirements, and procurement processes, with a due date for proposals and an anticipated contract start date.

The RFR provides details on pricing, including requirements for price proposals, capital spare parts, and potential options for CNG or propane conversions. It does not identify any set-asides or incumbent contractors. Funding for the procurement will come from federal and state sources, though specific amounts are not provided. Bidders are required to meet various certification and compliance requirements as part of their submissions.

13/29/19Paul LaRose/New England Wheels, Inc.Type LF Section 1.1.1 and 1.5Paragraph 1.1.1 states that the minimum GVWR for this vehicle class shall be not less than 9,900 while Paragraph 1.5 lists the RAM Promaster as an acceptable chassis for the bus to be built on. The RAM Promaster is a 9,350 GVWR chassis. Please amend the minimum GVWR to 9,350 for consistency and inclusion of a bus built on a RAM Promaster 3500 Cutaway with a GVWR of 9,350 poundsApproved
23/29/19Paul LaRose/New England Wheels, Inc.Type LF Section 1.1This paragraph states that the "design life" for this vehicle class shall be 7 years. The Altoona durability class for this vehicle Class is 5 yrs/150,00 miles and the warranty provisions for the LF class referenced in Section 15 do not exceed 5 years. Please adjust the "design life" of the LF class to be consistent with the warranty and Altoona durability test requirements of 5 years or please explain the relevance of the 7 year "design life" requirement as it relates to warranty and expected service life.Design Life refers to a reasonble expectation of vehicle life beyond warranty and Altoona Testing.
33/29/19Paul LaRose/New England Wheels, Inc.Type LF Section 2.3.1.4Request that the exhaust routing extending the required minimum distance beyond the bumper straight back on the curb side approximately 30" from the curb side of the bus. As a Low Floor bus all passenger load and unload from the main passenger door in the front of the vehicle and the exhaust is nowhere near the proximity of the bus. Unlike a traditional bus with a wheelchair lift in the rear of the bus where the wheelchair occupants would be in the proximity of the exhaust on the curb side, this style of Low floor bus makes the routing of the exhaust to the street side a moot point.Approved for front wheel drive minibuses.

764/1/19Walter Pedersen/Alliance Bus Group, Inc.Attachment Ac - Low Floor - Scope 1.1The design life of these vehicles is 7 years. See next question...Noted
774/1/19Walter Pedersen/Alliance Bus Group, Inc.Attachment Ac - Low Floor - Scope 1.5Bid states "The manufacturers shall certify that vehicles have been tested for 5 years, 150,000 miles ?Altoona Test? as required by FTA and provide a copy of the test report" The above listed sections do not correspond with one another. In section 1.1 it states the design life is to be 7 years. The Altoona testing in section 1.5 only asks for a 5 year 150,000 mile test. Does the state want the Altoona testing to meet the more robust 7 year 200,000 mile test to match the 7 year expected design life identified in section 1.1?The 7 year test exceeds the requirements and therefore is acceptable.
