About this file
The document is a Pre-Award Certification Requirement for the Procurement of Rolling Stock. It outlines the requirements for the recipient of a contract to certify compliance or non-compliance with the Buy America provision. The recipient must submit documentation listing the component and subcomponent parts of the rolling stock, the location of the final assembly point, and evidence that the contractor will be capable of meeting the bid specifications. Additionally, the contractor must submit information related to Federal Motor Vehicle Safety Standards compliance.
The related state and local contract opportunity is for the Massachusetts Department of Transportation (MassDOT) and the Massachusetts Bay Transportation Authority (MBTA) to procure six types of fully accessible body-on-chassis vans and minibuses on an annual basis. MassDOT is the lead procuring agency and is procuring the vehicles for use in conjunction with the Federal Transit Administration's Section 5310 program, while the MBTA intends to use the vehicles for the Ride program.
