About this file
The solicitation requests proposals from certified small business concerns for a landslide repairs contract. The project consists of repairing landslide and washout damage from Hurricanes Irma and Maria on multiple roads in Puerto Rico municipalities. Work includes embankment restoration, retaining walls, drainage repairs, and other miscellaneous activities. The total value is expected between $1,000,000 to $5,000,000, to be split across multiple schedules. A pre-bid meeting and two-step proposal process will be required, involving technical and price submissions. Proposals are due on a date specified in the solicitation to be issued by October 19th, 2022. The solicitation provides further qualification requirements for landslide construction experience. The Department of Transportation Federal Highway Administration is the agency seeking these proposals.

AES International personnel classify each XRF lead reading as positive, negative, or inconclusive. This classification is based on manufacturer XRF performance characteristic sheet (PCS), for each substrate. Samples and/or additional readings are taken from inconclusive areas. Calibration verification of the instrument was performed prior to beginning of daily task, when the instrument was turned on, and at the end of the day. The verification was conducted on a NIST standard of 1.0 mg/cm2. Acceptance criteria used was +-0.3 mg/cm2. The data for calibration verification is attached in Appendix II.
4.0 RESULTS
Four (4) XRF readings were collected. The results of the tested components are shown in
Appendix II. LBP components were not found.
5.0 CONCLUSIONS
An LBP survey was conducted on Road PR-123 for kilometer 48.50 in Utuado, Puerto
Rico. No LBP components were detected.
Some painted surfaces may contain levels of lead below 1.0 mg/cm2, which could create lead dust, or lead contaminated soil hazards if the paint is turned into dust by abrasion, scraping, or sanding.
The LBP survey relates to surfaces accessible and not covered by rigid barriers. Should any hidden surfaces or components be present, they must be assumed to be painted with LBP.
