About this file
This is a Plan Check Comment Response Matrix prepared by Kimley-Horn for the Rose Bowl Plumbing Infrastructure Water Maintenance project, with review conducted by JLee Engineering on behalf of the City of Pasadena. The document tracks eight comments issued during the first plan check submittal, all of which have been addressed and marked as complete with no pending items. The comments address critical infrastructure requirements including trenchless sewer rehabilitation methods in accordance with California Plumbing Code sections 715.3.1 and 715.3.2, video inspection protocols before and after installation, water testing requirements with minimum 10-foot head verification, proper clearance specifications for sewer and water crossings (minimum 12 inches separation), and documentation of existing versus new piping materials, sizes, slopes, and fixture unit loads. Additional requirements encompass backflow prevention device installation and certification, compliance with City of Pasadena cross-connection prevention policies, and identification of applicable material standards per Plumbing Code Table 604.1.
The responses indicate that design modifications include abandonment of an inaccessible 1930s-era 6-inch water line in favor of upsizing the outer line to 12 inches to accommodate both domestic and fire protection demands for the stadium facility. All backflow prevention devices require annual testing and registration with the Cross Connection Inspector Juan Villanueva; a one-time administrative fee of $180.94 applies per assembly installation. The project involves a 10-inch water service connection serving multiple uses including domestic, fire suppression, and irrigation systems. Documentation requirements include a reduced pressure principal backflow device installed within 10 feet of the property line on private property, with test results submitted to the Water Utility Services Section for approval prior to City registration and continued domestic water service authorization.

1. Where permitted by the Authority Having Jurisdiction, trenchless methods of rehabilitation of existing building sewer and building storm sewers shall be installed in accordance with Section 715.3.1 or Section 715.3.2.
Provide email or letter correspondence from City of Pasadena indicating whether they allow trenchless method of rehabilitation of the existing building sewers for this project.
2. For each section of trenchless sewer rehabilitation, indicate which standard is used.
For trenchless installation of resin-impregnated flexible tubing, installation shall be in accordance with ASTM F1216, ASTM F2561, ASTM F2599, or ASTM F3240. CPC 715.3.1 For trenchless installation of polyethylene pipe using the bursting method, materials shall be in accordance with ASTM F714. CPC 715.3.2
3. Indicate the manufacturer's name, material and method used for each trenchless sewer repair section meeting one of the applicable standards of CPC 715.3.1 or 715.3.2.
4. Provide manufacturer's installation specifications for the proposed trenchless sewer lining system demonstrating that the system is suitable for the existing pipe sizes, lengths, materials, conditions, and changes in direction shown on the plans. Identify any limitations on the maximum angle, radius, or number of changes in direction permitted within each liner installation, if any.
5. Note on the plans that prior to installing pipe, a complete video inspection shall be performed in order to determine the location of all change of directions and check connection to other pipes.
6. Trenchless methods are not permitted where the pipe is collapsed or compromised.
7. Note on the plans that after completion of the project, a water test with minimum 10ft head shall be performed according to the Plumbing Code requirements. Following the water test, an accurate and complete video inspection shall be performed in order to determine the grade of pipe is per minimum Plumbing Code requirements.
8. For any new/replaced/repaired sewer piping, indicate the existing versus new material, size, slope and total DFU. See comments on the plans.
Sewers 6" or smaller shall comply with Table 703.2. Sewers 8" or larger shall comply with Table 717.1. See comments on the plans.
9. Note: For all sewer and water crossings, the bottom of the water pipe shall be minimum 12" above the top of the sewer pipe. CPC 720.1
10. Comply with comments on the plans and provide responses to comments on the plans and this correction sheet with resubmittal. 1 1,2,3,4,6: Added "trenchless" section with said notes incorporated.

| 2 | JLee Engineering | CS0.0 | Water Division Conditions: |
1. All city cross-connection prevention policies must be adhered to. The developer/property owner is required to provide back-flow protection at all connections whereby the plan arrangement or configuration could potentially contaminate the domestic water system.
2. This location has a 10-inch water service. This water service is used for a lot of miscellaneous water usages (domestic, fire suppression, and irrigation) There must be an approved reduced pressure principal (RP) backflow device installed downstream of the water service within 10 feet of the property line, on private property.
3. Contract service providing the backflow prevention assembly shall contact the Water Utility Services Section to verify assembly approval. PWP approves all backflow assemblies that University of Southern California Foundation for Cross Connection Control and Hydraulic Research approves.
4. The customer is responsible for testing the assembly after installation by a person that possesses a current and valid license and must be certified by the County of Los Angeles Department of Health Services.
5. The customer shall submit the up-to-date test results of all approved backflow devices installed at this location. The completed test forms must be hand delivered to the Cross Connection Inspector; Juan Villanueva, contact information (626) 744-7958 or jvillanueva@cityofpasadena.net . Upon approval, the City will maintain domestic water to the property and will automatically register the assembly.
| 6. All backflow devices new and existing must be registered with the Cross Connection Inspector. A one-time administrative fee of $180.94 will be charged for each back flow prevention assembly installed. All backflow devices must be tested annually. | 1 | Notes added to Sheet 2, General Notes | Notes added to Sheet 2, General Notes | Addressed | ||||

| 6 | JLee Engineering | CW3.1 | please explain design intent. 6" is not being replaced it seems. is total load transferred to outer pipe? was outer pipe designed for total load? | 1 | That 6 inch line is the one installed in 1930. Most current record drawings and survey information show it to be inaccessible. |
It is being abandoned as RBOC has had repeated issues with it breaking and being unable to isolate parts of the line requiring water shut off for the whole site.
Modeling showed that upsizing the outer line to a standard 12" would be able to provide for the domestic demands of the site. There is potential for strain during peak day fire flow scenario, which is unlikely due to the probability of facilities being in use during a fire and the fact that there is already inadequate supply required fire demand to the site.
| GIven that this is maintenance and the repeated statements from operating crews, removing the 6" line from service is ideal, the 12" line will be able to provide for both fire and water demands until the Rose Bowl is able to acquire more funds to seperate the fire and domestic systems to come into compliance with current code. | Design intent given in Response | Addressed | ||||||
