About this file
This is a Plan Check Comment Response Matrix for the Rose Bowl Plumbing Infrastructure Sewer Maintenance Plans project, prepared by Kimley-Horn and reviewed by JLee Engineering on behalf of the City of Pasadena. The document addresses 12 comments from the reviewing agency regarding plumbing infrastructure repairs and maintenance at the Rose Bowl Stadium. Key comments address trenchless sewer rehabilitation methods requiring compliance with specific ASTM standards (F1216, F2561, F2599, F3240, F714), video inspection and water testing requirements, water and sewer pipe crossing specifications with minimum 12-inch separation per California Plumbing Code Section 720.1, and documentation of existing versus new pipe materials, sizes, and slopes. Additional comments from the Water Division require installation of a reduced pressure principal backflow device within 10 feet of the property line to prevent cross-connection contamination, with annual testing and registration by a certified technician and submission of test results to the City's Cross Connection Inspector. All 12 comments have been addressed as of the response date of September 11, 2026.
The responses indicate that the contractor incorporated trenchless rehabilitation notes into the design documents, added notation requirements to plan sheets (CS0.0, CS3.0, CS3.1, and CS3.3), clarified sewer sizing and slopes, documented the abandonment of an 85-year-old 8-inch sewer line in favor of redirecting loads to an existing 10-inch sewer, and removed out-of-scope gas line elements. The Water Division conditions require the property owner to pay a one-time administrative fee of $180.94 per backflow prevention assembly and to ensure annual testing compliance. The project involves rehabilitation of the stadium's water, sewer, and gas distribution systems beneath the stadium concourse while maintaining the facility in continuous operation during construction, with work subject to event-window phasing constraints and requirements to preserve domestic plumbing and fire protection service continuity.

Provide email or letter correspondence from City of Pasadena indicating whether they allow trenchless method of rehabilitation of the existing building sewers for this project.
2. For each section of trenchless sewer rehabilitation, indicate which standard is used.
For trenchless installation of resin-impregnated flexible tubing, installation shall be in accordance with ASTM F1216, ASTM F2561, ASTM F2599, or ASTM F3240. CPC 715.3.1 For trenchless installation of polyethylene pipe using the bursting method, materials shall be in accordance with ASTM F714. CPC 715.3.2
3. Indicate the manufacturer's name, material and method used for each trenchless sewer repair section meeting one of the applicable standards of CPC 715.3.1 or 715.3.2.
4. Provide manufacturer's installation specifications for the proposed trenchless sewer lining system demonstrating that the system is suitable for the existing pipe sizes, lengths, materials, conditions, and changes in direction shown on the plans. Identify any limitations on the maximum angle, radius, or number of changes in direction permitted within each liner installation, if any.
5. Note on the plans that prior to installing pipe, a complete video inspection shall be performed in order to determine the location of all change of directions and check connection to other pipes.
6. Trenchless methods are not permitted where the pipe is collapsed or compromised.
7. Note on the plans that after completion of the project, a water test with minimum 10ft head shall be performed according to the Plumbing Code requirements. Following the water test, an accurate and complete video inspection shall be performed in order to determine the grade of pipe is per minimum Plumbing Code requirements.
8. For any new/replaced/repaired sewer piping, indicate the existing versus new material, size, slope and total DFU. See comments on the plans.
Sewers 6" or smaller shall comply with Table 703.2. Sewers 8" or larger shall comply with Table 717.1. See comments on the plans.
9. Note: For all sewer and water crossings, the bottom of the water pipe shall be minimum 12" above the top of the sewer pipe. CPC 720.1

| 2 | JLee Engineering | CS0.0 | Water Division Conditions: |
1. All city cross-connection prevention policies must be adhered to. The developer/property owner is required to provide back-flow protection at all connections whereby the plan arrangement or configuration could potentially contaminate the domestic water system.
2. This location has a 10-inch water service. This water service is used for a lot of miscellaneous water usages (domestic, fire suppression, and irrigation) There must be an approved reduced pressure principal (RP) backflow device installed downstream of the water service within 10 feet of the property line, on private property.
3. Contract service providing the backflow prevention assembly shall contact the Water Utility Services Section to verify assembly approval. PWP approves all backflow assemblies that University of Southern California Foundation for Cross Connection Control and Hydraulic Research approves.
4. The customer is responsible for testing the assembly after installation by a person that possesses a current and valid license and must be certified by the County of Los Angeles Department of Health Services.
5. The customer shall submit the up-to-date test results of all approved backflow devices installed at this location. The completed test forms must be hand delivered to the Cross Connection Inspector; Juan Villanueva, contact information (626) 744-7958 or jvillanueva@cityofpasadena.net . Upon approval, the City will maintain domestic water to the property and will automatically register the assembly.
| 6. All backflow devices new and existing must be registered with the Cross Connection Inspector. A one-time administrative fee of $180.94 will be charged for each back flow prevention assembly installed. All backflow devices must be tested annually. | 1 | Notes added to Sheet 2, General Notes | Notes added to Sheet 2, General Notes | Addressed | ||||
