About this file
This is a Public Contract Code Disclosure document related to the Rose Bowl Operating Company (RBOC) Construction Manager At-Risk (CMAR) procurement for the Plumbing Infrastructure Enhanced Maintenance Project in Pasadena, California. The project involves the replacement and rehabilitation of the Rose Bowl Stadium's water, sewer, and gas distribution systems beneath the stadium concourse, implementing recommendations from the 2022 Rose Bowl Sewer and Water Asset Management Plan. The RBOC is soliciting statements of qualifications, technical proposals, and price proposals from qualified CMARs to provide preconstruction and design-assist services, including a funded subsurface field investigation program. If RBOC exercises its Phase 2 option, the selected contractor will also provide construction services. The work must be executed while the stadium remains operational and in continuous event use, with particular attention required to maintaining domestic plumbing and fire protection service throughout construction. The selection process involves a Selection Committee reviewing proposals against established criteria and shortlisting no more than five finalists for interviews and final scoring. The project emphasizes directly relevant wet-utility experience, open-cut main replacement and trenchless sewer rehabilitation capabilities, live-venue event-window phasing expertise, subsurface risk management, cost optimization within budget constraints, financial strength, safety records, and commitment to Pasadena-based subcontractors and local workforce.
The procurement structure includes a Base Bid and multiple alternates, each defined by separate 100% Construction Document sets. Key evaluation criteria for contractor selection focus on technical expertise in complex utility replacement projects, experience managing construction at occupied venues, collaborative problem-solving ability, and demonstrated financial stability. The document indicates this is a competitively selected CMAR process governed by Pasadena Municipal Code standards and the City's Standard Form of Agreement, with contract terms and conditions detailed in the enumerated Contract Documents.
