About this file
This is a Federal Required Certification document mandated under 44 C.F.R. Part 18 and 31 U.S.C. Section 1352, applicable to the Rose Bowl Operating Company's Construction Manager at-Risk (CMAR) Plumbing Infrastructure Enhanced Maintenance Project in Pasadena, California. The certification pertains to lobbying activities and requires the contractor's authorized official to certify that no federal appropriated funds have been or will be paid to influence federal officers, Congress members, or their employees in connection with the contract award. The document establishes that contractors must submit this certification as a prerequisite to contract execution and must include identical certification language in all subawards at all tiers, including subcontracts and subgrants.
The certification constitutes a material representation of fact, and any contractor failing to file the required documentation faces civil penalties ranging from $10,000 to $100,000 per failure. Contractors are further bound by the provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements. If a contractor expends non-federal funds for lobbying purposes related to this federal contract, they must complete and submit Standard Form-LLL, "Disclosure Form to Report Lobbying," in accordance with its instructions. The document requires the signature, printed name, title, and date from the contractor's authorized official to affirm the truthfulness and accuracy of the certification and any related disclosures.
