About this file
This document is a Taxpayer Protection Amendment Disclosure related to the City of Pasadena, California, and pertains to the Construction Manager at-Risk (CMAR) Plumbing Infrastructure Enhanced Maintenance Project at the Rose Bowl Stadium. The Rose Bowl Operating Company (RBOC) is soliciting statements of qualifications, technical proposals, and price proposals from qualified contractors to serve as CMAR and provide preconstruction and design-assist services, including a funded subsurface field investigation program. Phase 2 construction services are contingent upon RBOC exercising its option to authorize the next phase. The project encompasses the replacement and rehabilitation of the stadium's water, sewer, and gas distribution systems beneath the stadium concourse, implementing recommendations from the Rose Bowl Sewer and Water Asset Management Plan (2022). The work will be performed at an operating venue that maintains continuous event use throughout construction, requiring careful coordination to preserve domestic plumbing and fire protection services, which operate on a combined system. The RBOC seeks contractors with demonstrated expertise in wet-utility experience, open-cut main replacement, trenchless sewer rehabilitation, live-venue event-window phasing, subsurface risk management, and strong safety records. A Selection Committee will evaluate proposals based on established criteria and select no more than five finalists for interviews and final scoring.
The evaluation criteria prioritize financial strength, safety performance, commitment to Pasadena-based subcontractors and local workforce development, and a collaborative approach to achieving optimal project value within budget and the stadium's event calendar constraints. The Base Bid and each alternate are defined by separate 100% Construction Document sets. Additional details regarding pricing terms, funding sources, specific contract amounts, response deadlines, and site visit requirements are referenced in the City's Standard Form of Agreement and detailed RFP documentation.
