About this file
This document is a Questions and Answers sheet related to a Request for Proposal (RFP) for the Survivor Investment Partnership program in the state of Oregon, specifically focused on Marion County and the city of Salem. The program is intended to provide funding for culturally specific programming for the 2SLGBTQIA+ and Latine/x populations, with 1 FTE for each program and flexibility in how the remaining funds are allocated. The initial project period is July 1, 2021 through June 30, 2023, with the option to extend the spending of these funds through June 30, 2024 and potentially June 30, 2025. There is the possibility of additional funding for the 2023-2025 biennium, but this is dependent on the governor's approval of the state budget.
The document provides clarification on allowable and disallowable start-up or infrastructure costs, as well as details on the funding structure. The initial disbursement of $544,000 is intended to be a one-time lump sum payment, with the possibility of an additional lump sum payment of $544,000 (with potential inflation) for the 2023-2025 biennium if the budget is approved. Applicants are required to demonstrate how they will spend the funds by June 30, 2024, with the option to request an extension through June 30, 2025 if needed.

Request for Proposal S-10000-00005295 Question and Answer April 23, 2023
| Question: | (CULTURALLY SPECIFIC) We have culturally specific programming for both the 2SLGBRQIA+ and Latine/x populations. Could we submit an application to support both of those programs, and have 1 FTE for the Latine/x program and one for the 2SLGBTQIA+ program, and then divide up the rest of the SIP money accordingly? | |
| Answer: | If these are programs are currently serving these populations, the proposal would have to show what and how the program is providing new services for each of those populations. In the Application, question six allows you to provide a summary that demonstrates your plan to spend the requested funding by the end of June 30, 2024. | |
| Question: | (PROJECT PERIOD) What are the project period dates for the 21-23 initial disbursement of $544,000? | |
| Answer: | The initial project timeframe is July 1, 2101 through June 30, 2023 for the 21-23 disbursement of $544,000. However, providers will have until June 30, 2024 to spend down this initial $544,000. If they are unable to spend the entire amount, an extension to June 30, 2025 can be negotiated with a detailed plan on how the providers will spend the remaining 21-23 amount down. | |
| Question: | (23-25 BIENNIUM FUNDING) Will there be additional funding for the 23-25 biennium? | |
| Answer: | This program is intended to be ongoing, however, until the Governor signs the 23-25 biennial budget we will not know if funds will be available for 23-25. | |
| Question: | (START-UP OR INFRASTRUCTURE COSTS) What are examples of allowable and disallowable “start-up or infrastructure costs” for the initial disbursement project period. | |
| Answer: | The Survivor Investment Partnership funds are General funds. They are flexible and meant to allow autonomy to the providers. All allowable costs need to be tied back to the purpose of funds and the desired outcomes and should support or enhance safety from Domestic Violence and Sexual Assault. An example on Disallowable: building construction for new offices. A couple examples of Allowable Items: Maintenance for transitional housing, safe homes, vehicles; equipment to get the program up and running (computers/office equipment/cell phones – cell phones for survivors). Anything not mentioned can be discussed/negotiated between Agency and Applicant. | |
| Question: | (FUNDING) Is the entire funding allowable from now through June 30, 2025 one total lump sum of $544,000 (intending to fund a total of 2 FTE and the costs outline in the chart on page 8 for approximately two years)? | |
| Answer: | The initial 21-23 amount of $544,000 will need to be spent down by June 30, 2024, which can be extended to June 30, 2025. This program is intended to be ongoing, however is dependent on signature by the Governor for the 23-25 biennium. If the budget is approved, another lump sum of $544,000 (with possible inflation) will be available after July 1, 2023 to be spent down by June 30, 2025. | |
| Question: | (ONE LUMP SUM) The final paragraph of section 2.4.2 Budget says there will be an initial payment, implying there will be at least one more payment. How many payments will there be? | |
| Answer: | The initial payment is for the 21-23 biennium. We added an end date of 6/30/2025 in hopes that the Governor will sign the continuation of this program into the 23-25 biennium. | |
| Question: | (21-23 BIENNIUM) Since the 21-23 biennium is almost over, should this be for the 23-25 biennium? | |
| Answer: | This program was approved in the 21-23 biennium with the funding to be distributed to grantees by 6/30/23. Each agency will have until 6/30/24 to spend down the initial disbursement for the 21-23 biennium. If the Governor does sign the budget, we will have additional funds for the 23-25 biennium. | |
| Question: | (21-23 BIENNIUM) Table 1 indicates two years to spend down the grant. However, question 6 of the application (page 14 of the RFGA) asks that we demonstrate how we will spend funds by June 30, 2024, which is only one year from now. By what date do we have to spend down the grant? | |
| Answer: | This program was approved in the 21-23 biennium with the funding to be distributed by 6/30/23. Each successful Applicant will have until 6/30/24 to spend down the initial disbursement for the 21-23 biennium. If the successful Applicant is unable to spend down this amount by 6/30/24, an extension through 6/30/25 can be discussed between the successful Applicant and Agency with a plan on how funds will be spent down. If the Governor does sign the budget, we will have additional funds for the 23-25 biennium that will need to be spent down by June 30, 2025. | |
