About this file
This document is an Attachment D - Certified Disadvantaged Business Outreach Plan related to a Request for Proposal (RFP) for the Survivor Investment Partnership in the state of Oregon, involving the jurisdictions of Marion County and the City of Salem. The plan outlines the steps the proposer will take to solicit certified minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses for subcontracting opportunities if awarded a contract. This includes providing a list of certified firms the proposer has had a contractual relationship with in the last two years, as well as non-certified firms that may qualify. The proposer must also describe the specific subcontracting opportunities and approximate dollar values, and confirm their willingness to report the identity and value of each subcontract to the Oregon Certification Office for Business Inclusion and Diversity (COBID) if awarded a grant agreement.
The document emphasizes that certified firms must have an equal opportunity to participate in the performance of contracts financed with state funds. The information provided in this outreach plan will not be scored as part of the evaluation, but is required to be submitted with the proposal.
