About this file
This is a Scope of Work and Specifications document issued by the Oregon Department of Transportation (ODOT) for supplemental on-call traffic control services in the Gorge region covering various highways in Multnomah and Hood River counties. The contract requires the contractor to provide single lane closures, multi-lane closures, full road closures, and flagging services in response to incidents such as accidents and weather events. The contractor must mobilize and provide services within two hours of purchase order issuance, which may occur 24/7. Critical service areas include I-84 East Bound in Troutdale and East Portland, I-84 East and West Bound in Cascade Locks, I-84 West Bound in Hood River, and US-30 in the Cascade Locks Gorge Zone. The contractor must submit an electronic 11" x 17" PDF traffic control plan for each critical area within 14 calendar days of contract execution and attend a kickoff meeting with the ODOT Project Manager within seven business days. Minimum equipment and labor requirements are specified, including 10 arrow boards, 12 vehicle-mounted message signs, 8 traffic management area vehicles, 200 barrels, 1,200 cones/candlesticks, 12 light plants for night flagging, 40 type 3 barricades, and additional flaggers and traffic control supervisors as needed.
Compensation is based on submitted and accepted rates for bid items, with no additional charges permitted for equipment, mileage, or other services not explicitly listed. ODOT will pay a mobilization fee once per purchase order responded to, along with show-up time (minimum two hours billable) and equipment setup/take-down time rounded to the nearest 15-minute increment. Overtime, defined as work on weekends, holidays, or beyond eight hours daily or 40 hours weekly, is billable at 1.5 times the hourly rate only when approved in advance in writing by the ODOT Project Manager. The contractor must invoice ODOT monthly with detailed work site information including purchase order number, location, date and time, ODOT staff contact, bid items utilized, applicable rates, overtime hours, traffic control inspection reports, and the ODOT incident number. The contract complies with the 2021 Oregon Standard Specifications for Construction and the current Oregon Temporary Traffic Control Handbook and Manual of Uniform Traffic Control Devices (MUTCD), with all work subject to applicable OSHA regulations, ANSI safety standards, and state and federal laws. Quarterly status meetings may be required at ODOT's District 2B office in Clackamas, Oregon, or via virtual meeting.
