About this file
This document is a Question & Answer response related to Solicitation #00724 for Waste Pumping Services, issued by the Washington Department of Enterprise Services (DES). The solicitation covers the pumping and disposal of waste from various sources, such as discarded grease, fats, and oils from food preparation facilities, and sewage from septic tanks or vaults. Bidders will be able to list optional services such as job service charges, standby rates, and extra laborer rates, which will be evaluated. The solicitation will be amended to accommodate travel costs, with a trip charge added if the round trip exceeds 60 miles from the bidder's service center or last service location. Bidders are expected to serve all eligible Washington state customers in the regions they bid/are awarded, and declining to enter into agreements with specific customers is not acceptable.
For the reserved awards, only Washington Small Businesses and Certified Veteran-Owned Businesses are eligible. The main awards will be made by region, and the reserved awards will be made by county. The solicitation covers 42 counties and several cities and census-designated places in the state of Washington.

Did this change the solicitation?
1.
Why did the previous edition of this contract (01818 – Waste Pumping Services) have a bid form with supplemental pricing for things like Job Service Charges and this one does not? Where are job service charges and other non-unit price per gallon items to be priced?
After careful consideration, in Exhibit C – Bid Price, we will allow bidders to list Other Optional Items/Services for additional services. These include:
· Job Service (Per Person Per Hour, Normal Working Hours)
· Job Service (Per Person Per Hour, Outside Normal Working Hours)
· Standby Rate (Per Person Per Quarter Hour, Normal Working Hours)
· Standby Rate (Per Person Per Quarter Hour, Outside Normal Working Hours)
· Extra Laborer (Per Person Per Hour, Normal Working Hours)
· Extra Laborer (Per Person Per Hour, Outside Normal Working Hours)
· Standby Ferry Rate (Per Person Per Quarter Hour, if applicable).
We also included in Exhibit C - Bid Price for (Optional) Additional Services for businesses to propose any other relevant options related to the scope of the contract. These services will not be evaluated and must not duplicate items already listed.
We are also adding Trip Charge to be evaluated on price. See question 2.
Yes (Exhibit C – Bid Price and Competitive Solicitation)

Why is there only one price per region? Depending on the vendor’s origin for a given region, the transportation cost for one customer facility could be less than the disposal cost, or many times the disposal cost. If this is the intent, then the bid price and corresponding scope that must be covered will not bear a direct relationship to the vendor’s competitive cost for a given job.
| To address long distance travel concerns, this solicitation will be amended to accommodate travel costs; Travel is defined as round trip from the bidder’s service center or last service location to the purchaser’s location. | |||
| Trip Charge shall apply if the round trip exceeds the 60 mileage limits specified in Exhibit B1 – Scope of Services. The trip charge will be added to Exhibit C - Bid Price and will be scored. | Comment by Carmony, Kelli (DES): 20 seems short- even counties would allow for this - what about 30-40 miles round trip? That is just 15-20 mi each way. | Comment by Carmony, Kelli (DES): Sorry if you already discussed this with Tim. Just a thought, but not a requirement if you already talked with sourcing team/tim about this. | Comment by Wight, Shantel (DES): If I remember right, last week we discussed something more like 60 miles round trip, or that was the example in the contract we referenced. I do think more distance is needed than 20 miles. |
This is to ensure transparency for customers when scheduling appointments. This structure aims to maintain competitiveness while accommodating various transportation costs.
Additionally, we are changing Exhibit D - Competitive Solicitation and adding Travel Reimbursement.
Yes
(Exhibit B1 – Scope of Services, Exhibit C – Bid Price, Exhibit D)
3.
Is it acceptable under the solicitation and performance expectations for a selected vendor to decline entering into agreements with specific DES customers at the discretion of the vendor?
No, see section 4, Contractor Representations and Warranties.
If awarded, Bidders are expected to serve all eligible WA state customers in the regions they bid/are awarded, as outlined in the solicitation. Declining to enter into agreements with specific customers at the vendor’s discretion is not acceptable. Vendors must be prepared to provide services to all customers covered by the contract.
No
4.
If no Washington Small Businesses and/or Certified Veteran-Owned Business awards are made for a given county, will unrestricted business be awarded for those counties?
No, unrestricted businesses will not be awarded those counties if no Washington Small Businesses and/or Certified Veteran-Owned Business are awarded for a given county.
Only bidders who submitted proposals under the 00724 contract are eligible for contract awards.
To win a reserved award, the business must qualify as a Washington Small Business or Certified Veteran-Owned Business. This is in accordance with Exhibit D – Cooperative Purchase agreement, section 4.8.
Main awards WILL be awarded by region. Reserved awards will be awarded by county. So, all areas within WA and OR are covered. For Washington State there will be 5 Main Awards per Region. For Reserved Awards there will 2 awards per county.
For Oregon, there will be five main statewide awards and two reserved awards per county.
No
