About this file
This document is an Amendment to a Solicitation for Ground Maintenance and Irrigation Maintenance Service at Rock Island National Cemetery in Moline, IL. The solicitation (36C78625Q50038) is issued by the Department of Veterans Affairs National Cemetery Administration and is a hybrid contract using both Service Contract Act (SCA) and Davis Bacon Act (DBA) wage determinations. The contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) type with a base year and four optional years.
The amendment addresses several clarifying questions from potential contractors, including details about wage determinations, headstone alignment specifications, mowing and debris removal requirements, and storm cleanup procedures. Key clarifications include: the 5,931 headstones will undergo fine-tune alignment with height corrections as needed, no slit seeding is required, minor debris cleanup is part of mowing services while storm cleanup will be handled by cemetery staff, and there is an on-site area for disposing of twigs and branches. The document emphasizes that contractors are responsible for collecting and disposing of non-permanent items and debris under specific size constraints during maintenance activities.

Questions for Rock Island Cemetery Solicitation
1. The wage determination included is for CONSTRUCTION work. Is there any work covered under that WD and if so, can we get a SCA wage determination?
CLINS 0013 & 0018 are covered under DBA while the other are covered under SCA Current rates can be found on Wage Determinations | SAM.gov
2. For Fine Tune Alignment, in the SOW there is language stating it is “Bump and Run” only, However, in another section it describes Raise and Realign. Will the 5931 Headstones in the Price Schedule be Fine Tune Alignment only?
The 5931 headstones will be Fine Tune Aligned and if needed, “those headstones that are below or above allowable grade shall be fixed to proper height”. Allowable grade is 24”-26” with a pleasing top line.
3. Overseeding- Specification seems to be related to slit seeding not overseeding. Will there be any slit seeding required as part of this solicitation?
That is an error in the SOW, no slit seeding is required as part of this solicitation.
4. Under the Mowing SOW - Contractor is responsible for collection and disposal of all unsightly flowers, debris, and trash before and after each mowing and trimming event within the Cemetery. Debris and Trash is any item, material, or foreign object not permanently attached to or planted within the Cemetery grounds and boundaries. Items include, but are not limited to, fallen twigs and branches that are under ten (10) inches (25.40 cm) in diameter, paper products, cigarette butts, gum, glass and metal products, plastic and any other synthetic items, loose rock and stone over three (3) inches (7.62 cm) in diameter that are not the apparent result of an interment.
The question is the large limbs required to be picked up. A 10” diameter branch can be quite large. If the debris is caused by a storm, will that be covered under a different Line Item or contract?
The cemetery staff will do all storm clean-up.
If the cemetery gets hits by a storm and cleanup takes a week or so, is that considered part of the Mowing CLIN?
The cemetery staff will do all storm clean-up.
There is a new area towards the Confederate Cemetery portion between Section 8-12, by the pathway and road that is rough. Will that area be repaired before we mow it?
Yes, it will be mowed.
A 10” branch is not a twig and some time and effort will be needed to clean it up, as it can be quite large. Would that be covered under Tree Pruning, or Removal? Is there an area on-site to dispose of any twigs or branches or do they have to be hauled off-site? - If a large limb is on the ground the cemetery staff will remove it. Yes, there is an area on-site to dispose of any twigs or branches.
The price schedule spreadsheet is not adding up correctly.
Please use your spreadsheet in the same format if that one is corrupt.
Is the mowing CLIN debris cleanup meant for just minor cleanup or a full scale storm cleanup operation?
This is just minor cleanup. Full scale storm clean up will be by the cemetery staff.
