Addendum No. 03 with Written Inquiry Responses - DCF ITB 2425 005
This document is Addendum No. 03 to a solicitation issued by the Florida Department of Children and Families (DCF) for Event Coordination and Management services. The solicitation seeks a qualified provider to manage multiple types of events, including the annual Florida Children and Families Summit, Office of Child and Family Well-Being Leadership Meetings, Step Into Success Workforce Education & Internship Events, and Stakeholder Events. The Provider will be responsible for comprehensive event coordination including requirements gathering, venue selection, catering, staffing, security, badging, equipment coordination, and website management. For larger events such as the Florida Children and Families Summit, the Provider must also develop a conference mobile app. The Department anticipates awarding multiple contracts through this solicitation, with events ranging from 25 to 700 attendees. Between 6 and 20 additional events are anticipated annually beyond the flagship Summit. The response due date was October 1, 2025, and the contract term is anticipated to be five (5) years. The Florida Children and Families Summit occurs annually, typically in early September, and includes approximately 70 speakers and 30-50 exhibition booths. Only the annual Summit currently requires onsite staff support, though additional events may require this in the future.
Providers must submit a fixed management fee in Appendix IV: Cost Proposal by deliverable type, applicable to all event types regardless of total event cost. No budget ceiling or range is specified in the solicitation. The Department will not reimburse travel expenses for Provider staff; however, travel may be reimbursed if pre-approved and complies with Florida Statutes section 112.061 and Department of Management Services guidelines. Lodging, meals, and other onsite logistics for Provider staff must be covered within the fixed fee and cannot be included as reimbursable costs. All event costs must be incurred by the Provider before reimbursement is made, and pre-payments required by subcontractors or suppliers cannot be submitted in advance of actual expenditures. In the event of cancellation, the Department will reimburse documented nonrefundable deposits and confirmed expenses paid to third-party vendors. A minimum of three years proven experience managing events or conferences of similar size and scope is required; professional certifications such as CMP or CSEP are preferred but not mandatory. The Department will be responsible for selecting and contracting with speakers; the Provider will coordinate logistics only. The Provider is not responsible for sourcing sponsorships or educational programming content. All events are anticipated to be held in person unless a national or state emergency necessitates alternatives. Payments issued by agencies to registered providers are subject to the 0.7% MyFloridaMarketPlace transaction fee under Chapter 287, Florida Statutes.
