About this file
This document is a business case for the Kenton County Airport Board's South ARFF (Aircraft Rescue and Fire Fighting) Facility Improvements - Phase 4 project. The project is a continuation of a multi-phased facility assessment and improvement plan initiated in 2019, focusing on updating and rehabilitating the South ARFF building. Specifically, Phase 4 will address man doors, storefront windows, window blinds, and VAV boxes, all of which are original components from the 1990 facility construction and have been identified as being in "poor condition" due to continuous 24/7/365 operations. The project is scheduled for design in Q1 2025 and construction in Q3 2025, with the goal of ensuring continued operational efficiency and emergency response capabilities.
The total project cost is estimated at $410,200, which includes $90,000 for design, $272,000 for construction/installation, $27,200 for contingency, $20,000 for force labor, and $1,000 for miscellaneous expenses. The project will be funded through CapEx (Capital Expenditure) and is expected to benefit ARFF staff by providing a safer and more functional base of operations. The project approach involves installing new components, utilizing consultant services, incorporating stakeholder input through scoping meetings, and evaluating existing conditions. Alternatives considered include attempting to refurbish existing doors and windows or doing nothing, which would require continued frequent preventive maintenance.

South ARFF Facility Improvements - Phase 4
Current Situation/Background Information
PCA Architects performed a facility assessment at the South ARFF Station in early 2019 which identified several areas for improvement.
A multi-phased approach was implemented to address the areas identified in the assessment. Phase 1, completed in August 2020, remodeled restroom, locker rooms, and sleeping quarters. Phase 2, completed September 2022, refurbished the staff kitchen. Phase 3 was completed in October 2023, garage bays, paint, carpet, tile and eletrical upgrades.
Phase 4 will address the man doors, storefront (windows), window blinds, and VAV boxes. All items listed are original that was installed when firehouse was built in
1990 and have been identified as "poor condition" due to normal wear and tear of a 24/7/365 facility.
Project Definition
Project Information: This project is a continuation of the PCA Building assessment in 2019
The business objectives: To update and rehab the South ARFF building in a phased approach to ensure the longevity of the facility by addressing items identified in a facility assessment. This will result in a higher quality Fire Station that will be able to provide a safe and functional base of operations for emergency and ARFF actIvities.
Project Justification: New man doors will ensure continued operations and accuracy in emergency response times. Addressing aging finishes of windows, blinds and
VAV boxes will benefit ARFF staff who are required to be onsite 24/7/365 to respond to airport emergencies.
Project Approach
Components to the project for this phase include: installation of new man doors, windows, window blinds, and VAV boxes. Design of new man doors, windows, window blinds and VAV boxes by utilizing consultant services. Incorporate stakeholder input through scoping meetings. Evaluate existing conditions of the man doors, windows, window blinds, and VAV boxes to ensure any changes which may have occurred since the 2019 assessment are documented. The construction will be phased to have minimal impact to ARFF operations.
Alternatives
Attempt to refurbish existing doors and windows, although this would not address all necessary components.
Do nothing, continued frequent preventive maintenance hours from facilities in order to keep doors and other components operational.
Recommendation
Proceed with the appropriations to support the Project Approach listed above.
