About this file

This file is a Performance Work Statement (PWS) Appendix F Facility Maintenance Plan for a fuel farm facility located in Morrisville, North Carolina. The document provides a detailed inventory and maintenance requirements for a military aviation fuel storage and distribution site with two 10,000-gallon aboveground storage tanks, a fuel filter building, truck fillstands, and associated infrastructure. The facility is part of the Army National Guard and shares a runway with Raleigh-Durham International Airport.

The appendix includes comprehensive technical details for each asset, such as unique component identifiers, manufacturer specifications, maintenance frequencies, and special considerations. Key assets include fuel storage tanks, strainers, pumps, valves, meters, and electrical equipment. The maintenance plan specifies periodic tasks like API 570 pipeline inspections every five to ten years, filter separator maintenance every three years, and valve maintenance every ten years. The document is part of a larger draft solicitation by the U.S. Army Corps of Engineers for preventive and corrective maintenance services across the South Atlantic Division, covering multiple states and territories.

Description of Areas:
Bulk Storage and Fillstands.

AASF Morrisville is located in Raleigh NC. The base shares the same runway with the Raleigh-Durham International Airport. AASF Morrisville is primarily a helicopter refueling base with ability to fuel other aircraft. Fuels are received via direct fill port by over-the-road transport and stored in two 10,000-gallon Aboveground Storage tanks. Tank 1 (AVGS1) and 2 (AVGS2) are in one containment dike with a catwalk over each tank. Tanks 1 and 2 have issue and receive fuel from the Fill Stand (FUFI2). The tanks each have two fill stands and two receipt headers. The operator has the ability to open and close a value to issue fuel between tanks. This location does not have a gas station.

Instructions:

1. Input all data as indicated on the sheet.

2. Additional documents referred to in the Special Considerations column shall be included as an appendix to this FMP.

3. The contractor shall generate a Component Unique Identifier (CUID) for each component utilizing the Component Acronym Sheet within this Work Book. The unique identifier must use the following:

Three letter Site Code - Facility # - Component Acronym - Sequential number Example: AAD-00063A-RCVL-0001

If component acronym is not listed, the contractor shall request an acronym be established through the HNC Project Manager and Project Engineer via email. Contractors may utilize other means of tracking/labeling assets such as QR codes in addition to the required CUID however, tracking/labeling must correlate with the CUID. This CUID shall be the standard for all DLA capitalized equipment. Base Asset ID if used by site shall be cross referenced with CUID appropriately.

4. Utilize the UFC Section Reference Work Category as noted on the Component Acronym Sheet.

5. Enter any applicable manufacturer requirements not stated in the UFC. References are acceptable with attachments.

6. Enter any applicable operator support or government owned equipment required to complete the RM task.

7. Enter impact on system availability by performing the RM task. This could include shutdown, lockout, or similar impacts.

8. Enter contract information for any other contract, contractor, or government personnel performing the applicable task. This is applicable to other Centrally Managed Programs, SRM, MILCON, or Public Works/Civil Engineering projects.

9. Print Hard Copies as 11x17.

8. Filter Separators and Pre-Filters identified here shall also be provided in the Task Matrix Tab.

9. Print Hard Copies as 11x17.
